There is no special link for foreign-trained graduates. Just follow the normal procedure and change the country from NIGERIA to the country where you studied on the page that the link from your email directs you too. If someone is doing it for you just send the states accordingly and accurately

Hmm... They sent a command before they stopped sending notification to emails that the page can only be accessed by "administrators"... I'm sure, this could be the reason.
