Please can you do an Imei change on non MtK android phones most especially Samsungs and Sony Xperia?

I stay at sango otta. I was at carlcare (opebi) last week Thursday for the repair. they said, they have to change the whole panel which is #12,500. But to me, I don't think iys necessary changing the whole panel, since there is a small panel that house the sim and memory card.
