Following reports of corrupt practices of the Jonathan days, the Presidency stated that the mother of all probes of the Former regime would soon commense.
But sources close to the State House, can authoritatively state that certain overpriced projects and expenditure would be looked into, some for review, while others for revaluation and evaluation but others for outright cancellation in National interest.
A senior member of the ruling party said over the week of the upcoming Probes but what They failed to mention was that many of Jonathans projects were going because of excessive corruption.
The Second Niger Bridge project was started by Jonathan but the way it was awarded did not follow due process, it was exponentially inflated. The opposition ACN cried out then when the project was awarded. By then President Jonathan. It would be recalled that many opposition heavy weights then kicked as they sited the cost and improper procedure in the Second Niger Bridge project compared to similar projects in Africa and even worldwide.
So if President Mohammadu Buhari discovers any irregularity or corrupt arrangement He will not fail to Suspend the project temporally to ensure Due process is followed.

Politicians acting as if building second is rocket science. For how long are we going to wait before the project is completed?
Buhari should remember that for any of his actions, there will be an equal and balanced reaction in the foreseeable future.

Will FG also cancel the Lagos-Ibadan expressway project as well as its railway because APC claimed then claimed that the project's cost was inflated?

FG to probe N4 trillion contractual debts by Jonathan’s admin

By Soni Daniel, Regional Editor, North
How did the 28 Federal Ministries, their departments and agencies under the administration of President Goodluck Jonathan incur a whooping N4 trillion contractual debt? Who issued the jobs and did they passed through due process and if so, did the contractors complete the assigned jobs?

President Jonathan
These and more are the duties which a special task force to be raised by the Federal Government, is to undertake before the debt could be classified as Federal Government liability and settled by the new administration.
The N4 trillion debt, which is nearly the country’s budget for one year, was handed over by the previous government to the present administration as part of the hand-over note given to the Transition Committee raised by President Muhammadu Buhari.

RESIDENT Goodluck Jonathan’s ground breaking ceremony of 2nd Niger Bridge has come and gone but his admirers and critics are still talking about the 49 year-old bridge touted as the gateway to the South East.

For Jonathan’s supporters, especially the governors from the region, the mega project is an indication that he has the interest of Igbos at heart.  But the opposition and the critical public say the President has short-changed the people, while scheming for their votes come 2015.

With multiple economic benefits that include improving road traffic between the South Eastern part of the country and the rest of the federation as it will alleviate the congestion on 1st Niger Bride, 2nd Niger Bridge will also ensure free flow of goods and services to other regions.  In fact, the bridge is key to economic transformation of Nigeria, adding that it will improve commercial activities in the South East and South West.

President Jonathan
Also speaking on the economic advantages of 2nd Niger Bridge, chairman of Infrastructure Concessioning and Regulatory Commission (ICRC), Senator Ken Nnamani agreed it would boost economic activities in the old South East as well as the country at large, while reducing travelling time which is big money.

Streams of criticism has, however, been trailing Jonathan’s official flag off of 2nd Niger Bridge.  In his reaction, former Vice President, Atiku Abubakar chided him for celebrating the ground breaking ceremony of a project he would have completed years back.  Atiku, who is now a member of the All Progressives Congress (APC) spoke at the Conference of African Council of Communication Education organized by the Mass Communication Department of the University of Nigeria, Nsukka, the same day 2nd Niger Bridge construction was kicking off.

The APC in the South East has also berated Jonathan for playing politics with the bridge.  In a chat with ENCOMIUM Weekly on Saturday, March 15, 2014, one of the party’s guber aspirants in Abia State, Chief Nyerere Anyim said Igbos should reject PDP for deceiving Nigerians.  Nyerere who welcomed the idea of 2nd Niger Bridge, however, faulted the four years it would take to complete the project.

In the words of a social critic, Great Imo Jonathan, who also spoke with ENCOMIUM Weekly, South Easterners have been defrauded again by President Goodluck Jonathan. He alleged, “Exactly four years after deceiving Igbos, the government of President Jonathan has flagged off the construction of 2nd Niger Bridge with borrowed money, in spite of the fact that $20 billion is still missing under his nose.  But the worrisome fact is that, South Easterners will pay 75 per cent of the cost of construction at a very inflated price. I gave examples that –

1.  Last year, Lagos built a 1.3km Lekki-Ikoyi Bridge at the cost of N29 billion.

2.  Now, the Federal Government is building 1.7km 2nd Niger Bridge at the cost of N117 billion and Ndi Igbo will pay 75 per cent of the cost.

3.  Lagos built the Ikoyi bridge under a year, but 2nd Niger Bridge will take four years.  What this means is that people of South East have been fooled again.”

Another point being raised about 2nd Niger Bridge is introduction of toll gate.  Only in the East.

“Lagos-Ibadan Expressway is being constructed by Julius Berger, it is not tolled.  The East-West Road is being constructed (or so we believe), it is not tolled.  The Abuja-Lokoja Road is being praised to high heavens. There is no toll on it.  And someone thinks I should clap for a 25 year mortgage on a bridge being awarded in exchange for votes!  I will keep crying!  All Igbos and every right-thinking Nigerian should cry.  This is cheating even in all its hoaxness.  We are getting a bad deal and we are clapping.  Only a swan sings its best song when it is dying and we are not swans.  We are Nigerians like every other,” one other aggrieved person from the South East, Ikem Okuhu wrote.

MORE ABOUT THE GATEWAY TO SOUTH EAST

Generally accepted as the gateway to the South East region of the country, 2nd Niger Bridge would be located 1.7 kilometres downstream of 1st Niger Bridge on a new alignment.  According to the Minister of Works, Mike Onolememen, “The bridge consists of two number equal end spans of 40 metres, 15 number equal intermediate spans of 55 metres each, two number intermediate spans of 90 metres each and three number navigational spans of 150 metres each.”

He added that the total width of the dual carriageway bridge will be 35 metres consisting of 16.05 metres wide, three lane carriageway in each direction and 3.03 metres central reserve.  The Minister further explained that two underpasses categorized as secondary bridges are planned at Amakon Village and Atani Roads with an interchange on Onitsha-Owerri Road forming part of the project.

First Nigeria President, Dr. Nnamdi Azikiwe commissioned the Niger Bridge in 1964.  The bridge was badly damaged during the Nigeria/Biafra Civil War.  It has undergone skeletal reconstruction since the military era.  Efforts to construct a 2nd Niger Bridge started in 1999.  It was part of President Jonathan’s electoral promise in 2011, though the late President Musa Yar’Adua pretended he was interested in it as far back as 2007.

And under pressure to appease the people of South East in anticipation of their votes in 2015, Jonathan officially flagged off the construction of the bridge on Monday, March 10, 2014.

HOW MUCH IT WOULD COST TO CONSTRUCT 2ND NIGER BRIDGE

To be constructed through Design, Build, Operate and Transfer (DBOT) model, the Federal Government has made provision for 25 years concession period.  The contract being handled by construction giant, Julius Berger is for N117 billion!

The joint venture to be completed in four years is between Julius Berger, the Federal Government and Nigeria Sovereign Investment Authority Consortium.  And as obtainable under the PPP model, the concessionaire will have the right to charge tolls for the use of the bridge after its completion in four years time.  The company will also have full commercial rights on the projects Right of Way.”

The All Progressives Congress (APC) has said that President Goodluck Jonathan’s regime is the most corrupt in history.

The opposition party stated further that Jonathan’s administration is also the most reckless the nation has ever seen.

The comments were made by the Director of Media and Publicity of the APC Presidential Campaign Organisation, Garba Shehu at a press conference on Thursday.

“We can safely say that President Jonathan has muzzled the EFCC. He has turned one of our country’s most respected and revered institutions into a toothless bulldog without even as much as a bark,” Shehu said.

“It is startling to see the dexterity with which the President sacked the former chairman of the SURE-P scheme owing to his pronouncement on the desirability of change. Meanwhile, ministers and other senior members of his government who have heavy allegations of corruption hanging on their necks still comfortably retain their positions,” he added.

“Not only has he bound the EFCC from doing its job, Mr. Jonathan has also reversed some previous achievements of the commission by granting state pardon to erstwhile government officials whom it had uncovered as guilty of corruption,” Garba said further.

The APC spokesperson also criticized Jonathan’s administration for dividing Nigerians along ethno-religious lines.

APC backs Buhari on probe of Jonathan’s administration

(From left) Nigeria’s Ambassador to the United States, Professor Ade Adefuye; President Muhammadu Buhari and the Executive Chairman and CEO of EbonyLife TV, Mo. Abudu
The All Progressives Congress (APC) has expressed support for President Muhammadu Buhari’s decision to probe the immediate past federal government, saying the revelations of mind-boggling corruption that are just beginning to emerge have made such a probe imperative.

”Some people have insinuated that the Buhari Administration should ignore the massive looting of our patrimony and move on. We say no responsible government can afford to do that, because it will amount to endorsing corruption and impunity,” the party said in a statement issued in Abuja, Tuesday, by its National Publicity Secretary, Alhaji Lai Mohammed.

It said in the oil sector alone, billions of dollars have been skimmed off by pathologically-corrupt public officials, wondering how the government of the day can meet its obligations to the citizens if it refuses to recover the huge funds taken away by thieving officials.

”It is an irony that those who are suggesting that the Buhari Administration should turn a blind eye to the incomprehensible looting are the same ones accusing the government of not doing anything. It is even a cruel irony that the same party that presided over what is fast emerging as the worst governance in the history of our country is the same one that is daily bad-mouthing an Administration that is cleaning up its mess,” APC said.

The party said even if all the acts of corruption that were perpetrated during the tenure of the last Administration are limited to what is now in the public domain, it is still absolutely exigent for the Buhari Administration to do all it can to bring the perpetrators to book and recover the looted funds.

”Where does one start from? Is it the fact that the NNPC failed to remit 3.8 trillion Naira to the Federation Account or the mind-blowing stealing of 250,000 barrels of crude oil per day? Is it the fact that the NNPC itself does not know how many bank accounts it had or into which ones the payments for Nigerian crude are made? Could anyone have imagined that a government minister would steal the unprecedentedly-huge amount of 6 billion US dollars of public funds as being alleged?

”How does any sane person rationalize the fact that 1 billion dollars was unilaterally and illegally withdrawn from the Excess Crude Account just because, as the immediate past Minister of Finance has disclosed, the President ordered the withdrawal? What about the billions of Naira waivers recklessly approved to dubious importers by the Jonathan administration?

”Is it not clear now that the stealing and the profligacy – more than anything else, including the fall in oil price – helped to drastically reduce the monthly allocation from the Federation Account from about 800 billion Naira to about 400 billion Naira, thus pauperizing the states and the local governments, and by extension the citizenry?

”Against the background of the stunning revelations, what message will any government be sending to its citizens and indeed the global community by looking the other way, when it could still recover some of the looted funds for the benefit of the people? This is why we are supporting the Buhari Administration’s probe decision, and calling on all Nigerians to support ongoing efforts to get to the root of the matter,” it said.

APC said it is now clear that the Jonathan Administration cleverly delayed giving the then incoming Buhari government the handover note so as to avoid being asked critical questions pertaining to the unprecedented looting under its watch.

But sources close to the State House, can authoritatively state that certain overpriced projects and expenditure would be looked into, some for review, while others for revaluation and evaluation but others for outright cancellation in National interest.

The Second Niger Bridge project was started by Jonathan but the way it was awarded did not follow due process, it was exponentially inflated.
