We currently run a weak system that encourages profligacy, waste and underdevelopment. We are suffering the consequences of decades of getting free oil money from the centres without contributing anything to it. That system is a recipe for disaster and poverty.

Why did it become so burdensome for a democratic government to explain the rationale behind the award of any contract?
