You can register a paypal account at their site paypal.com

To get a US address, just go to google and type in
US forwarding addresses and click search.

Alternatively, if you've got a friend or relative in the UK, you
can use their address.

I can help you fund it when you've opened it.

But be very careful as paypal checks on the IP of their users. Make
sure you never log into your paypal account from a connection
whose IP reveals Nigeria.
