in month of sept, warri refinery collapse, ph refinery not producing at optimum capacity, buhari ordered that the number of importer be increased to be able to meet demands, meaning subsidy payment has risen to 2. something billion daily if not 3bn.

pls is the money approved by senate or was it in budget.
