Since the move of Army headquarters to Maiduguri, the insurgence activities seem to have increased and unabated .My advice therefore to the president is to further relocate the army headquarters for effective role. To do this he will require 3 Chief of Army staff , one each in Maiduguri, Adamawa and Yobe. (sub relocation) Try this first, if not effective, I will further advice.
