The 19 northern states yesterday kick-started the process of reviewing their criminal justice system in a new step to deal with sponsors of insurgency in the region. The review is to be handled by a committee made up of attorneys general and commissioners of justice of the 19 states which was inaugurated yesterday by the chairman of the Northern Governors’ Forum, Kashim Shettima of Borno State.
The forum had at a meeting in September called for the review of the criminal justice system contained in the penal code which applies to northern Nigeria with a view to coming up with laws that will spell out punishments for insurgency.


Governor Shettima while inaugurating the committee said the governors were concerned that certain categories of people, including sponsors of insurgency, parents who offer their wards to carry out suicide attacks in promotion of terrorism, cattle-rustlers, kidnappers, rape and others, were not reflected in the legal system.

The committee was inaugurated by Governor of Borno State and chairman of the Northern Governors’ Forum, Kashim Shettima.


The committee has two months to submit its report.
Deputy Governor of Kaduna State, Barnabas Bala, secretaries to governments, and commissioners of justice or solicitors general of the 19 northern states were present at the inauguration at the Hassan Usman Katsina House Kaduna.

Shettima said it has become a matter of strategic imperative to review the existing criminal justice system in its entirety in order to ensure that it is up to date and consistent with the current situation in the region.
The governor urged the committee to look at the condemnable activities of the so-called sponsors of the insurgency and come up with legally pragmatic, appropriate and proportionate punishment.


“Similarly, the issue of cattle-rustling has been gradually assuming a disturbingly unacceptable dimension which quite often degenerates into the vicious circle of unwarranted mass killings and deadly reprisal attacks,” Shettima said.

I wonder what took them so long to come to their senses. Water don pass garri, their eyes don clear. I remember when Boko Haram started 2009, Attacking and Killing only Christian and burning Churches only. These same people crying now for corperation fold their two hands and watch. If they had done something fast BH won't have grown to this stage. Well good move

A welcome development but they should ensure its not politicized.

Sponsors of BH should be unmasked. We've had enough of going after only foot soldiers whilst their financiers hid behind immunity, religion, politics, Satan e.t.c

Buhari and Sanusi lamido Sanusi, are stake holders in boko haram sponsorship, so if northern governors means business they should arrest them, leopard does not change it colour its inborn so stop Islam and come to the true religion of peace( CHRISTIANITY)

so they are just waking up from sleep, if they had been this proactive right from onset we wouldn't be where we are today.Alas they all folded their hands and watched this monster grow all because they hated the government in power

@bolded, do you have any proof to prove this your statement? I am sure you are not from North. So, you don't have any knowledge on what is happening on ground.
