1. Where is the report was it stated that what the Auditor General was presenting was the receipt of the Accountant-General's financial statements
2. Who told you the President cannot summon the Auditor General for a strategic meeting or presentation requiring his presence?


1. You need to read section 85(1-5) to understand better. The Auditor Generals report is not limited to his report on the Accountant Generals Annual statement. It also covers all the audit reports of the audit assignments undertaking under section 85.

2. The president can summon or invite the AuGF for a strategic meeting. However, he cannot receive his report or ORDER him on how to carry out his constitutional audit assignments.

The constitution is very clear on where the report of the Auditor General goes to. The report of any audit assignment carried out by the Auditor General goes to the National Assembly. Doing anything contrary amounts to breaching the independence of the Auditor General as enshrined in the constitution. The AuGF audits the president, ministers and anybody entrusted with public funds. And by so doing, he cannot be answerable to the same person/body that he audits. In fact, the idea is for the AuGF to report directly to the Nigerian people. That is why he reports to members of the National assembly who are the representatives of the Nigerian people.

I never claimed that the president cannot consult with the AuGF. The president can consult with the AuGF but he cannot receive the report of his audit assignments. Only the National assembly can receive it.

You are very right that the part of the constitution that I quoted gives credence to the independence of the Auditor General. In fact, that is the essence of presenting the Audited report to the National assembly and not the president. You will see that the constitution even provided clearly that the public accounts committee of the National assembly should be saddled with reviewing the reports. That is why the PAC is always headed by a member from the opposition party to that of the president.

Give it up we are not told what the purpose of the meeting was . The Chad Basin Commission is a multilateral body involving NOT JUST NIGERIA but several other countries so there is no way that meeting was about Nigeria's internal affairs. It is not clear from the report what the purpose of the meeting was or why the AGF was invited . The term "environmental audit report" is neither defined or explained in the article but you are jumping to conclusions about what it means etc. Like I said when information is incomplete it iss better to keep quiet
No where is it written that this report is a production of the AGF and not the commission or indeed a collaborative effort. Also nowhere is it stated that it is a financial audit or indeed a financial report.

There is no distinction in the constitution between environmental or financial audit. The report of any audit assignment carried out by the AuGF goes to the National assembly. It is as simple as that.

What does audit assignment mean.? That is your own fabrication there is nothing like that in the constitution.How do we know the report is not produced by the Basin Commission?

The constitution says the AGF shall submit his report on the accountant general's statement to the National Assembly within 90 days

Some of you guys are just perfect examples of disoriented Spokespersons of a loosing party.I will rather refer to you guys as inept. Who is asking the right questions,unlike the previous who was always being mesmerized by his subordinates. Who were busy giving him fake statistics on how the economy grew without power,fuel scarcity,bad transportation, insecurity,poverty.They even sold the dummy to him telling him over 70% of the rice Nigerians are eating was local rice.We should be happy we are having a president that is asking questions on how money was spent for the same stuff while the auditor general who was suppose to be aware his saying he doesn't. Some of you will just come and say rubbish all because of your ethnic and religious delusions. Wakeup he is the president.and nothing you can do till 2019.All your ethnic oriented myopic brains needs retooling.

#2 for me show you did not understand the context of the session held with PMB. Even your cohort Barcanista pointed that out to you. Also considering the AGF oversight, if we were to go by your dogged (I dare say needlessP) recourse to constitution, the same sections gave a pointer to the scope of the AGF audit coverage. At what point did it exclude environmental audit reports on the drying-up of the Lake Chad?

I don't know if he was invited or not. But the constitution is very clear that all his audit report should go to the National assembly. Beside, the Auditor General does not take direction or orders from anyone.


Section 85 (5) The Auditor-General shall, within ninety days of receipt of the Accountant-General's financial statement, submit his reports under this section to each House of the National Assembly and each House shall cause the reports to be considered by a committee of the House of the National Assembly responsible for public accounts. (6) In the exercise of his functions under this Constitution, the Auditor-General shall not be subject to the direction or control of any other authority.


Sub-section (6) In the exercise of his functions under this constitution, the auditor general shall not be subject to the directions or control of any other individual or authority.

This does not exempt him from giving a presentation if the executive makes a formal request and he obliges them; he is the keeper of the books at the end of the day and any serious President should make the office of the auditor general a source of information and reference.

If the auditor then decides to omit an important research in his presentation he should be corrected as the president had done. He was obviously trying to pull the wool over the presidents eyes and he got caught

Is job is auditing he can't claim not to have the facts, when is job is to get confirm the validity of a report.

The report should form a part of his annual report to the National assembly for consideration by the public accounts committee.
Lots of those reports as part of Nigeria's pledge in combatting global house warming now goes to the President for urgent consideration and action.

Truth is that Buhari didn't read his handover note properly.As a president you're suppose to be abreast with the day to day national concerns on a matter of such magnitude and not chasing oppositions up and down over nothing.
Buhari, will run Nigeria like a crippled man's farmland.
