If the hospital is fenced and properly gated, then it's implied that the hospital opened its gates for the cows, in which case the cows are the hospital's business.... The cows are even free to go chill in the CMD's office for all I care

Trust me I am still surprised how these herdsmen found their way into that premises. That teaching hospital used to be well secured ( fenced round and guarded by one of the best private security firms we have in Nigeria) the last time I was at the hospital (2007).



How they bypass the huge gate and the fence to enter into that premises is what I don't understand. A teaching hospital for that matter o.
