How does this translate to development? Mobile toilets for a general hospital? It's the weirdest thing I've ever heard, and won't even happen in the worst ghetto in the US. Is this the change we voted for?

The Manager is talking poo.... he needs to be fired and face charges. How can he have the hospital environment to be so unsanitary?....all set to spark off a cholera outbreak. Doesn't he breathe?...he had to be inhaling the stench from the compound....or maybe that is normal for him. Then 8 portable toilets...4 for men 4 for womem... doesn't he know that there must be more allocated for women?...at least 5? His qualifications and common sense need to be examined.
