This, for me will not solve much. One could still wreak havoc and claim alibi. They should have a roundtable heart to heart talk instead.

Some nomadic Fulanis have alienated themselves far too long, what then do you expect from someone who is closer to animals than he is to humans? They'll definitely act barbaric!
Draw them close, have them state why they behave like they do... you may find that they are avenging some wrong done them in the 1980s. They are that vindictive. And you as a government, spell out to them what rules they must abide by to continue grazing in your state.
There's no need for animosity and all the bad blood.
