IF all the allegations made by the former Kano State Commissioner, Alhaji Mohammed Yesufu at his final press conference in Kano are true, then Kano State is more of a Republic of Kano State than being part of the Nigerian Federation. For the readers who may have not seen the press conference or heard the news let me reproduce the details here.

The Police Commissioner was quoted as saying that the Kano State Hisbah Sharia police are now superior to the Nigerian police in Kano. That in fact they go to Nigerian police stations and barracks to arrest policemen, women and of course civilians. They close down shops, schools and churches at will. They harass magistrates and area court Judges. When courts of law grant bail, the Hisbah police will arrest the suspect and detain him or her again in their make-shift prisons.

The Kano State government it appears pays more allegiance to Saudi Arabia and Niger Republic than to the Federal Republic of Nigeria. All the above allegations by the Police Commissioner were further confirmed by the interview Dr. Babangida Aliyu, the chief servant of Niger State, granted the Daily Independent of Thursday, May 7, 2009.

Kano State has its police, it has its own prison and its allegiance is more to Saudi Arabia and Niger Republic than to Nigeria. What and how then do we classify such an entity in the Nigerian Federation? Apart from the above charges by the former Kano State Police commissioner, it is on record that more Nigerian citizens have been killed in Kano in religious crises than anywhere else in Nigeria and paralleled only by the civil war. Non- Hausas particularly Southerners and Middle belters are always the prime target. The case that easily comes to my mind was the broad daylight beheading of Gideon Akaluka in Sabon Gari market in 1990 by Islamic fundamentalists.

Since the coming of Governor Ibrahim Shekarau to the Kano political scene, the Kano intransigence against the Nigerian Federation has become pronounced more than ever before.

I can conclude and safely say that the only major link between the Republic of Kano State if I may use the expression and the Nigerian Federation is the fact that, Nigeria still pays the federal allocation to the Republic of Kano. Republic of Kano still has its citizens working in the Federal Republic of Nigeria. In fact it has 22 members in the Nigerian House of Representatives. The Nigerian Ministers of Finance and National Planning are all from the Republic of Kano as well as the Chief of Army Staff of the Nigerian Army. All these are senior positions by Nigerian standards while all the states of Plateau, Taraba, Adamawa, Gombe and Kogi can boast of junior ministers called Ministers of state.

It is disturbing however that despite the fact that Kano State has been trampling on the fundamental human rights of Nigerians by preventing them from enjoying the right to freedom of religion as enshrined in the Constitution, the Federal House of Representatives which is always quick to point accusing fingers at Plateau State has never found it expedient and necessary to even condemn this unlawful and barbaric behaviour by Kano State. Even when Kano State has now confined the Nigeria Police to the dustbin of a powerless force in Kano as confirmed by the state's former Police Commissioner.

By the way, is what Kano State doing not akin to introducing true federalism through the back door? While other states like Abia, Lagos and Anambra have been prevented from having state police, why the preferential treatment for Kano State which is allowed to run the Hisbah police which is now superior to the Nigeria police?

Members of the House of Representatives are you there, what is good for Plateau State is surely good for Kano State. I therefore expect our lawmakers to condemn Kano State for usurping the powers of the Federal police through the Hisbah Sharia police otherwise you guys have a hidden agenda against Plateau State and Nigeria in general.

The House of Representatives should as a matter of national importance move a motion in the House to condemn Kano State.

2. Is shakarou playing politics with religion as usual?

3. Is the FG afraid of Kano?

4. Why not give Lagos, Abia, Anambra etc the same free hand?

5. Or, is this yet another propaganda to write off Shekarou?

Not sure if the article is meant to slander shekarau but if the story is true then lagos and other places should follow suite and do their own things.

True federalism is the way to go. Lagos and Abia should definately follow suit. Let every state decide its own faith and leave the useless nigerian police to Police Abuja.

You are very correct(for once tongue),this is true fedralism,but the advantage Kano has, is that they have a healthy mix of Islam in their own 'Federalism',but Lagos is largely secular and can only put forward economic arguments.

Imagine the issue of the Apapa ports?

A couple of days back I read in Saharareporters how the governor aborted a fashion show. I don't know what the governor is trying to turn that state to but my take on this is that if any state becomes too hot for a non-indigene to inhabit, let that non-indigene relocate to a more friendly environment.

The Nigerian Police force should be disbanded. It is an anomaly in a true federalism and a pit of corrupt practices. Every state should have its own police force and the post of inspector general of police should be disbanded. The last 2 IGP stole more money than the salary of 15 european country prime ministers put together, we cannot continue to allow such anomaly to continue in this day and age. Kano state is only correcting the anomaly a lot of Nigerians cannot see. In America local goverments have their own police force so why not in Nigeria. There is no post like the IGP of America.

How is the anarchy by the Kano government translated to an advantage for kano people cos of healthy mix of Islam? The same state that restricts people's rights, uses the religious police to persecute law abiding citizens and doesnt do anything to prevent religious riot?

Very correct. And this will be the beginning of the solution to Nigeria's problems. You can still have a federal police in the mould of an FBI,well trained ,very intelligent & highly motivated officers who will resolve inter-state crime,liaise with interpol and other similar responsibilities. . .  . . . .

If Kano decides it wants to be like Saudi,dats their problem ,many won't like it,but some will & those dat like will stay. However 'true fedralism' also comes with resource control which MEND has been fighting for all these while.

Dats the beauty of democracy,once kano's federal allocation dries with true federalism,the kano people will demand more than just koranic verses,they'll want economic development,so things should change by then.

Saudi can afford their brand of theocracy,but ask other muslim countries like Dubai,Abu Dhabi,Bahrain & Malaysia,they try their best to be accomodating and still retain their Islamic identity.

None of you will go to Saudi Arabia and dis-obey their laws why dis-obey Kano state laws. If you cannot conduct your business in peace why sit down there like a lame duck, are you tied to the ground, and please spare me all that secular state bullshit. kano is not doing anything wrong under federal system.

I think we should praise the governor of kano state for been bold. Kano is a country of is own inside Nigeria. And we should leave kano allow. They have the right and power to do what ever they want. And nothing is wrong if thier allegiance is more to Saudi Arabia and Niger Republic. They have the power to join Niger republic.

Last time I checked, Kano is still under the federal government's jurisdiction and should allow all law abiding Nigerian citizens to go about their businesses without persecution from the taliban.

Of the 81 cities above 300,000 people,  55% are based in the Western Niger of Niger ( Belodok states) And when lagos can produce 53571 of those satellite pictures of an average northern town. You know that the only thing for the north to do is remove the belodok states into Benin republic. see calculation.

May be with this yar adua would get the message that we want to be in benin republic. with more state join

the area of an average north town is 0.20 length  X 0.14 width = 0.028 sq km.

while half of lagos is 1500 sq km.

the calculation for how many average north town in lagos is 1500/0.028 = 53571.42 town  

now if you divide by 19 state in the north   53571/19  =2819 town.

it mean lagos can supply 2819 town in each state in the north. how can the north be more than the south .

Yar adua better support a bill we are written and also monitor the bill , we would sent him a copy via email and we would copy the clark of both house to , the senate president and the speaker of the house.

The bill would remove the Belodok states into the republic of benin and create a joint National assembly for both Nigeria-benin. While both countries would still have thier assembly.  Creating an open boundary, just like the USA and canada.

AN ACT  TO CREATE THE NIGERIA-BENIN COMMISSION AND BOUNDARY RELOCATION AND  NIGERIA-BENIN PARLIAMENT.

This Bill shall amend the boundary of Nigeria. And the following  state of Bayelsa, Edo, Ekiti, lagos,Oyo, Ogun, Delta, Ondo, Osun, Kwara,kogi and Borgu(niger state) [Belodok states ] shall  be permanently transferred to  Benin Republic with supervision of the Nigeria-Benin commission. All land, air, coastal area, land, everything  inside its land and air shall belong to the Republic of Benin
NIGERIA-BENIN COMMISSION ROLE AND RULES
This bill also create the Nigeria- Benin commission, which is to be headed by the president of Nigeria and President of Benin republic in rotation. A Two year  duration , shall be approved by members of the Nigeria-Benin commission. The head of the Nigeria-Benin commission shall be called  President General.  The position of President General is reserved for only the president of Nigeria and Benin Republic. No other member of the Nigeria- Benin commission can hold the position of President General  or deputy President General apart from this two.

The position of President General shall be rotated between the president of Nigeria and Benin republic. While the position of deputy President General shall be rotated between the president of Nigeria and Benin republic. With Nigeria President Umar Yar Adua starting first.

The Nigeria-Benin commission shall have 17 members.  There are
The president of Nigeria.
The president of Benin republic
The  president of Nigeria-Benin parliament
The Deputy  president of Nigeria-Benin parliament (Nigeria)
The Deputy  president of Nigeria-Benin parliament(Nigeria)
The Deputy  president of Nigeria-Benin parliament(Nigeria)
The Deputy  president of Nigeria-Benin parliament(Benin)
The Deputy  president of Nigeria-Benin parliament(Benin)
The Deputy  president of Nigeria-Benin parliament(Benin)
The senate president of Nigeria Senate
The Deputy senate president of Nigeria senate
The President of the Nigeria house of representative

All serving governor, members of the senate, house of representative, chairman of local government, all elected position shall retain their position either transferred from Nigeria to the New Republic of Benin or in Nigeria.
There would be one currency in Nigeria and Benin republic with one central bank in each country.  The currency shall be knew as Nibe. From the first two letter of the name of Nigeria and Benin Republic.
Nigeria and Benin Republic would financed the Nigeria-Benin commission and Nigeria-Benin parliament base on a 70% for Nigeria and 30% Republic of Benin ratio.
And an open boundary with no immigration officers expect at the boundary with other nation apart from Nigeria and Benin Republic.
All citizen of both Nigeria and Benin shall have right of resident in both country.
Nigeria and Benin republic shall still remain separate sovereign nation
This bill is based on the willingness of Benin republic accepting the Belodok state, if in an otherwise case the Belodok states shall become sovereign nation and all refers to Benin republic in this bill shall be replaced by Belodok, including the commission and parliament.

The Nigeria-Benin commission role is an executive role , while the Nigeria-Benin parliament is a legislative role.
All non physical assets of Nigeria including money and external reserve and other should be divided and transferred with a ratio 70% for Nigeria and 30% for Benin Republic.
Nigeria and Benin Republic shall contribute military force to Ecowas, Africa union and United nation  if need be.
All office, officer and position either in the military or civilian retain in the Nigeria shall be transfer over to Benin republic and shall all retain the same position expect if in conflict. All personel should not be sacked. And most retain their position or be created.
All physical military position and assets of Nigeria including money, weapon, ships, tanks and others and other should be divided and transferred with a ratio 70% for Nigeria and 30% for Benin Republic.  
All military personel in Nigeria of the New Republic of Benin origin shall be transfer to the Republic of Benin and retain the same military position and rank expect if there is conflict.
All civilian personel in Nigeria service of the New Republic of Benin origin shall be transfer to the Republic of Benin and retain the same position and scale expect if there is conflict.
All physical assets outside of  Nigeria  should be divided and transferred with a ratio 60% for Nigeria and 40% for Benin Republic.  
All physical properties, document and other in The New Republic of Benin should be transfer by Nigeria.  Include Airport, stadium, universities, roads, railway, seaport, etc belonging to Nigeria but is located in the New Republic of Benin shall be transfer to the  Republic of Benin.

Each countries shall monitors its territory according to international law.
All international agency should be inform of the change in boundary and the establishment of the Nigeria-Benin commission including Ecowas, Africa union, the United Nation, European Union, USA, UK, Canada, China, India, Japan, Germany France, south Africa and other countries.
Nigeria-Benin commission headquarter, activate and site shall be located not in the capital of both country but on both  countries bank of the River Niger at  Mokwa in Niger state and Jebba in Kwara state. While Abuja would still remain the capital of Nigeria.
Nigeria-Benin commission duty include to execute law and rule set for it by the Nigeria-Benin parliament.


NIGERIA-BENIN PARLIAMENT ROLE AND RULES.

Nigeria-Benin parliament official languages shall be in English and French
Nigeria-Benin parliament headquarter, activate and site shall be located not in the capital of both country but on both countries bank of the River Niger at    Mokwa in Niger state and Jebba in Kwara state. While Abuja would remain the capital of Nigeria.
The present Nigeria and Benin republic senate and house of representative would be merge  on both level to create the initial Nigeria-Benin parliament.
In future the Nigeria-Benin parliament shall be made of  members 60% of Nigeria and 40% of Benin Republic members.

The Nigeria-Benin parliament shall formate law leading to the unity of both economy
Nigeria-Benin parliament shall have one President and 6 deputy President. Three each from Nigeria and Republic of Benin
Nigeria-Benin business licensing board shall be created to licence business in the Nigeria-Benin parliament area.
All business licence shall be merge.
All members of Nigeria-Benin parliament shall be eligible for election to the office of President  or deputy president of Nigeria-Benin Parliament.
The President or deputy president of the Nigeria-Benin parliament cannot combine his duties with any post expect ecowas related.
The President shall reside at the seat of the Parliament.
Before every round of voting at the Nigeria-Benin Parliament, the list of candidates for the post of President or deputy president shall be submitted to the Oldest Representative in term of age who shall read it out to the Parliament.
The President shall be elected by a two-thirds of Members of Parliament at the first round of voting, by an absolute majority of voting members at the following rounds at which only two (2) candidates who obtained the highest number of votes shall be presented.
As soon as the President has been elected, the oldest Representative shall vacate the Chair as acting President of Nigeria-Benin Parliament .
Only the elected President of the Nigeria-Benin Parliament may deliver an opening address.

Election of Deputy President to  Nigeria-Benin Parliament
Six (6) Deputy President to  Nigeria-Benin Parliament would be elected. Three each from Nigeria and republic of Benin.
Six (6) Deputy President to  Nigeria-Benin Parliament shall then be elected separately. The candidate obtaining the majority of the votes cast on the first ballot shall be declared elected.
Should the number of candidates elected be less than the number of seats to be filled, a second ballot shall be held under the same conditions to fill the remaining seats.
Should a third ballot be necessary, a relative majority shall suffice for election to the remaining seats.
New nominations may be introduced between ballots during the election of Deputy President
Deputy Presidents to  Nigeria-Benin Parliament shall take precedence in the order in which they were elected and, in the event of a tie, by age,
The term of office of the President or Deputy President to  Nigeria-Benin Parliament shall be one time term of  two years
The term of office of the President to  Nigeria-Benin Parliament shall be rotated between Nigeria and Benin Republic.

The term of office of the all  members of the Nigeria-Benin Parliament shall be four years.

The Parliament may, on the basis of the report of a special committee, remove the President or Deputy President to  Nigeria-Benin Parliament by a vote of two-thirds majority of the members, for serious shortcomings in the management of the affairs of the Parliament .
The special Committee  may be set up at the request of a parliamentary group or at least twenty (20) Members of Parliament. The decision to set up the Committee shall be approved by a simple majority of the Members of Parliament of Parliament.
When a Representative changes parliamentary group he shall retain, for the remainder of his term of office, any seat he holds in the Nigeria-Benin Parliament.
Should a vacancy for one of these positions occur before the expiry of his term, the Representative elected shall serve only for the remaining period of his predecessor's term of office.

Vacancies
Should it be necessary for the President, a Deputy President or any other member of the Nigeria-Benin Parliament to be replaced, his successor shall be elected in accordance with these rules.
A newly elected Deputy President shall take the place of his predecessor in the order of precedence.
Should the President’s seat become vacant, the first Deputy President shall act as President until a new President is elected.
Duties of the President
The President shall direct all the activities of Parliament and its bodies under the conditions laid down in these Rules. He/she shall enjoy all the powers necessary to preside over the proceedings of Parliament and to ensure that they are properly conducted.
The duties of the President shall be to open, suspend and close sittings, to ensure observance of these Rules, maintain order, call upon Presidents, close debates, put matters to the vote and announce the results of votes, and to refer to Committees any communications that concern them.
The President may speak in a debate. Should he wish to take part in a debate, he shall vacate the Chair and shall not reoccupy it until the debate is over.
Parliament shall be represented in international relations, on ceremonial occasions and in administrative, legal or financial matters by the President, who may delegate these powers.
Duties of the Deputy President
Should the President be absent or unable to discharge his duties, or should he wish to take part in a debate pursuant to Rule , he shall be replaced by one of the Deputy Presidents, in order of hierarchy.
Duties of Treasurers
The Treasurers shall be responsible for administrative and financial matters directly concerning Members of Parliament, pursuant to guidelines laid down by the Nigeria-Benin Parliament.

Not that,true federalism as practised else where gives the state most powers & the Federal govt(exec,Judiciary & Legislature)mainly handles defence,foreign policy etc

So i honestly don't have any problems with kano doing their thing,very soon like I said they'll have to change the music sooner than later,now its easy with federal allocation,

Congoshine Kano state have that power under the constitution.

Federation account

I most definitely support the amendment of the constitution for a true federalism, but until then, shekarou and his jihadists should keep their state police for their households alone.

Dont you know as our police force is organise and structured today is an embarassment to any learned Nigerian that knows what true federalism means. This abberation should be disbanded without much ado.

The Federal Govt. is fully aware of what is going on in kano but it's deliberately turning a blind eye because of fears that it might trigger crises. . . mostly religious. . .

Dats why it should be left to economic forces as someone highlighted earlier. ,  . . . .  Stop federal allocation,each state should spend what they can make/create,then you'll see the end to all these rubbish  tongue

About a year ago Shamsudeen Usman(former CBN DG,Finance Minister & now national planning something) with some other prominent kano citizens had some kind of business forum to encourage investment in kano,but as far as i know its yielded very little results.

There's nothing wrong with the muslim majority determining what they want for their state,the problem lies in wanton destruction for the flimsiest reasons. US invades Iraq,you burn christians' property etc. Until the Kano govt can guarantee peace & security,the place will be in jeopardy once we have true federalism.

As per the Nigeria police,we are all better off without them. tongue

Its high time most learned Nigerians wake up and smell the coffee, lets call a spade a spade, Can someone tell me what the IGP in Abuja does, he sits there with his fat arse and complain we have not got this or that yet the last 2 IGP embezzled willing neely. Kano state is only reminding Nigerians of its long forgotten principles of federalism. Fashola had to supply the police in Lagos with new Jeeps walkie talkie and ammunitions. Where was IGP then, when it comes to local elections in Ekiti state that is when you know there is someone called IGP.

To be honest with you, the problems Nigeria has been having mainly come from the North. They are the ones that feel all the time they have the right to do anything they like in the name of religion while other parts of the country should bow all the time. I'm sure we all remember how many innocent Christians (Southerners) and some northerners in the north have been maimed and even killed due to this senseless religious extremism have caused the nation.

If I may ask, why would northerners walk free and do their businesses in the south while southerners are always killed in the North? Why would the northerners feel it is their birth right to rule Nigeria by the way? Has anyone ever sat down to count how many military looters we've had from the North in the past decade since independence? Why would the northerners feel it is the right thing to to benefit from the oil in the South when they do not have any regards for the south? I am ready to debate these issues with anyone who feels he could explain. Why is Yaradua and the FG so quiet when such things are happening in the north? Shouldn’t every citizen of Nigeria be entitled to security of life and properties assuming we all have properties?

Did we all notice the way “Bakasi Boys Group” was blacklisted in the South East, and OPC allowed to operate in the South West, at the same time as these extremists are allowed to subsist in the North? Some questions need answered. What are the responsibilities of the National Assembly? Do they feel it is their rights to seat down and look for avenues to make riches, without passing any meaningful laws? What happened to the Bill we heard sometime ago that was in the house?

I think it would in be best for Nigeria (South), if the North secedes. This issue should be taken seriously and all those involved including the governor MUST be prosecuted. Corruption originated from the North through the Military Looters and now it has grown to become a chronic ailment affecting every part of the country. Even though the Police haven't lived up to the expectation, the law of the land must hold until we find a better solution, which is rebuilding the police, not the type of rebranding Madam Minister is doing on the pages of newspapers or on NTA (NIGERIAN GOVERNMENT Mouthpiece)

Kano has always get away with murder.
I have always said the best thing to do to combat fraud and crime in Nigeria wld be, to decentralize policing of the nation.
Let each state and city has their own police department.

Kano state does not have the power to establish a state police, but like a Pandora's Box, Kano state has just created one. It is a good signal to all states of the federation, they can also create their own state police- it will not stop there.

The states especially the oil producing ones can force the Oil companies to pay some form of royalities to their respective coffers. it is a good sign. So to Kano state:Thank you for forcing the issue of true fedralism to the front burner.
