ISIS, also called Daesh, later claimed responsibility for the appalling attack which planned out the attack to take as many innocent lives as possible.
The bomber, named as Abu Ahmed al-Homsi, parked his car and detonated the 150kg of explosives near the city's largest hospital.
He then set off his suicide explosives belt as scores of people gathered at the scene to help the injured victims.

The catastrophic attack ripped through the hospital and surrounding area in the central Syrian city of Homs on Saturday.
The shocking video shows terrified Syrians running for their lives after the huge blasts.
A explosion can be seen towards the right hand side of the screen before the camera loses focus.
The second blast hit people who had come to tend to victims of the first explosion in the densely-populated neighbourhood.
Footage also reveal black smoke rising above twisted metal debris.

Several remain seriously wounded after the attack in the Al-Zahraa neighbourhood and are being treated at hospitals throughout the city.
An unnamed 28-year-old woman working in a neighbourhood cafe said: "The explosion was terrifying. Body parts were on the ground. It was one of the biggest explosions to hit Homs.
"The blast left a huge crater, and people were running in every direction in fear of more explosions."
Syria's government condemned the attack, labelling the blasts a "cowardly terrorist explosion".

Prime Minister Wael al-Halqi added: "These terrorist explosions will not discourage the Syrian people from national reconciliation and fighting terrorism".
ISIS said the toll from the attack was more than 25 dead, with 70 wounded – but campaign groups said this estimate was part of propaganda the terror group wanted to spread.
The attack comes days after hundreds of rebel fighters and civilians were evacuated from the city following a truce deal with the regime of Syria president Bashar al-Assad.
The deal, overseen by the United Nations (UN), will see Homs' last rebel-held neighbourhood, Waer, turned over to government forces by the start of next year in exchange for humanitarian aid for besieged residents.
Some fighters and civilians have left Waer on the western side of the city's outskirts and aid has since been allowed in.
