Why must the masses pay in Nigeria for the inadequacies of the government ?

The above topic has being a question begging for answer from various quarters. Over time in Nigeria, the masses ho form the majority of about170million of Nigeria populace. This has always being the case in all tiers of government in Nigeria; from the federal government, to the state government. A decrease in the government revenue is mostly bear the masses as they are majorly affected in the long run, the government may decide to embark on a contractionary policy- reduction in their spending, this may lead to retrenchment of workers, in order to reduce salary payment, this policy will definitely affect the masses who form the majority of Nigeria civil service, however the question is; why must this be the only solution? Why must the government embark on this draconian policy which may cause mayhem in so many families in the country, as a family in which both parent are civil servants , and unfortunately they are both affected by this step taken by the government, you can imagine the problem such a family would be faced with.
A drop in the internally generated revenue may be given as a reason for nonpayment of workers salary for several months, as it has been in different states in Nigeria such as Osun State, however, why must this be the only solution the government can adopt to salvage the situation. Only God knows the number of several children Osun state civil servants who have dropped out of school as a result of the inability of their parents to foot their tuition fee, must the masses be the recipient of the failure of the government? Why has it being difficult for the governor of the state to embark on a pay cut on the salary of all political appointees in the state?, why cant he reduce his salary all in the name of salvaging the economic situation of the state?why must the masses be at the receiving end?
In addition, the Oyo state government on 20th August 2015, declared through the state head of service that henceforth, the government would stop the payment of the West African Examination Council for all public secondary schools SS3 students, he went further to state that henceforth, students will start paying a sum 0f #3000 as education development levy. The State Head of Service gave the poor financial status of the state as the major reason for taking such draconian step. My bone of contention here is that, why must the poor students be allowed to pay for the lackadaisical attitude of a government who has being in power for about 5years, to diversify the source of the internally generated revenue of the state? Why have the government failed to tap into the numerous natural resources of the state such as precious stone in Oluyole local government, marble in Igbeti, e.t.c as an avenue to improve the internally generated revenue of the state? Why have they now decided to deprive the students in Oyo state Public Secondary Schools, who are majorly children of the masses the privilege which some of them enjoyed when they were in secondary school in the state (the Governor of the state and his deputy enjoyed this privilege?
The question begging for answer here: why must the masses always be the one to pay for the failure of the government? Why must the government make life miserable for the masses for their own failure?
