SYNTHESIS OF ASUP/COEASU CONGRESS
RESOLUTION: DECLARATION OF TOTAL STRIKE ACTION
We hereby submit the resolutions of the respective
Congresses of our Great Unions (ASUP and COEASU).
With due respect, we believe that Mr. Governor would
recall that we have written letters of pleas and
ultimatum to Government and held several talks with
our respective Managements on festering issues prone
to industrial action. In our last letter to Mr. Governor,
we issued a “Notice of Last Resort” in which we
implored Mr. Governor to avert looming industrial crisis
by addressing the festering issues. Unfortunately, while
we were expecting the response of Government, letters
of termination of appointment were suddenly issued to
several members of staff to worsen the situation.
It is noteworthy that we suspended the industrial action
of last year following the collective Agreement duly
signed with us by the State Government. It is therefore
highly demoralizing that the Agreement remains
unfulfilled; and as if that is not enough, our endurance
has been stretched to the limits by recent developments
including the unlawful stoppage of admission and
wrongful termination of appointments orchestrated by
illegal Governing Councils in the most flagrant disregard
for the statutes of our Institutions and the standards set
by our regulatory bodies, namely, the National Board for
Technical Education (NBTE) and the National
Commission for Colleges of Education (NCCE).
As contained in the attached, the Congresses of our
Great Unions (ASUP and COEASU) have resolved to
embark on an indefinite total strike action inter alia with
immediate effect to press home the following demands:
1. Reversal of “stoppage of admission”.
2. Reversal of ALL decisions made, ratified and/or
coordinated by the Governing Council as presently
constituted (without statutory representatives) from
29th October, 2015 up till date and hereafter including,
but not necessarily limited to, the ongoing termination
of appointments.
3. Total fulfilment of the Agreement of 29th October,
2015 particularly with respect to:
a. Recruitment of staff (with the understanding that
priority shall be accorded existing part-time and
temporary members of staff);
b. Resolution of the miscarried Contributory Pension
Scheme; and
c. Implementation of 2014 promotions and migration of
lower cadres as contained in the Agreement of July,
2014.
4. Stoppage of continuous payment of amputated
salaries. We are demanding that part of the salary for
any month should not be paid while the balance for any
preceding month remains outstanding. We shall not be
“inured” into a subtle pay-cut inferable from this
approach.
By this declaration, all members of the academic staff in
the State-owned Polytechnics (Iree and Esa-Oke) and
Colleges of Education (Ilesa and Ila-Orangun) under the
aegis of the Colleges of Education Academic Staff Union
(COEASU) and the Academic Staff Union of Polytechnics
(ASUP) shall cease from all dischargeable duties and
responsibilities as from today, Monday, 11th January,
2016 until the above and any other emerging issues are
resolved.
With utmost respect on behalf of the entire members of
ASUP (Iree and Esa-Oke chapters) and COEASU (Ilesa
and Ila-Orangun chapters),
