This system originated from Germany, my elder brother's friend spent more than a million to learn this. The bottle filled with sand is called an 'Eco Brick'. That bros in the picture is making awesome cash.

Lest I forget Eco bricks are 100% stronger and better than regular cement blocks. They last longer too. Google the word 'Eco brick' and see why

I think it's really a laudable work. It's a great conservation effort. Those bottles would have found their ways into the water ways, roads etc and constitute a major environmental pollutant.
