Sorry my dear but u got it wrong. They said an Air Force Officer not below the rank of a Squadron Leader OR it's equivalent. The Army equivalent is a Major, while the Navy equivalent is a Lt Commander. Therefore, a Major in the Army is competent to sign the attestation form or even issue the attestation letter of good character. Pls check very well to confirm it.

I was told that after the screening exercise in Port Harcourt, I will be told to travel to Makurdi and after that, to Kaduna and that I will bear the brunt of the transportation and feeding.
I am trying so hard not to believe it as it makes no sense but can somebody help a brother?

The person who told that must be confused in a way. After zonal enlistment if your name appears on the selection board list, you will come to Kaduna for that stage of the process and yes you will transport yourself. Accommodation and feeding is on them, except other issues come up.

this is for Kaduna alone, Lagos will have theirs like wise every other center, so it must likely won't be this exact pattern.

MMIA is very close to the Air Force base. From the MMIA, ask people to direct u to National bus stop or Airport junction bus stop (both along Agege Motor Road). When u get there, board a bus going to Oshodi but drop at PWD bus stop. Once u drop at PWD bus stop, look beside u, u will see the Air Force base there. It is usually N50 from National bus stop or Airport junction bus stop to there.
