I was able to come up with my own list judging from personal experience, media reports and peoples opinion.
Most of these banks have very poor Online banking and ATM usage history

1. Intercontinental bank--------------------80%
2. Oceanic bank-------------------------------76.8%
3. Union Bank----------------------------------55.3%
4. GTB--------------------------------------------51.5%
5. Acess bank and phb-------------------------45.00%
5. PHB and skye banks---------------------- ----32.0%
6. Fidelity bank-------------------------------------18.00%

7.FIRST BANK-------------------most people complained that they were archaiec and charge 500# for any withdrawal without cheque book.
