I think the image or video shot will serve as a backup to rope the other guy... I have seeing a case like tht when a guy was crossing the express, one officer by the road side took a snapshot and by the time they held the guy, as the guy was trying to denied the officer tht took the shot brought out his phone and proofed the young man wrong. that was how the guy who crossed the road got into trouble.. meanwhile, he supposed to make used of the pedestrian crossing bridge....
