i don't think it is a cancer symptom, but all the same, it shouldn't be dismissed.
here are some early symptoms of breast cancer

swelling or lump (mass) in the breast

swelling in the armpit

discharge from the nipple (clear or bloody)

pain in the nipple

inverted (retracted) nipple
 
scaly skin on nipple

persistent tenderness or pain of the breast

if she's having some or all of the above listed symptoms, first and most importantly, she needs to check for lumps.
all she has to do is lie down put one hand at the back of her head and use the other to massage both breasts slowly and carefully. if she detects a lump. then she should go to a herself to an hospital for a mammogram for proper prognosis. it could be a false alarm for all we know.
