The recruitment of 10,000 into the Nigeria Police Force (NPF) is experiencing delay. It was learnt that the delay in the recruitment process may not be unconnected with disagreement between the legislative and executive arms of government. The National Assembly under the Police Affairs Committee in the Senate and House of Representatives resolved that recruitment should be on the basis of equality of local governments. Secretary to the Government of the Federation and Vice President Yemi Osibanjo, it was gathered, however directed selection of qualified candidates should be based on equality of states as enshrined in the constitution and Federal Character principle. A reliable source in the Police Service Commission hinted that the conflicting directives have put both arms of government at loggerheads. The source also noted that the Commission is being pressurised to do their bidding. Chairman of the Police Service Commission, Mike Okiro, has ordered that the recruitment processes should be put on hold pending until executive and the legislature iron out their differences. President Muhammadu Buhari last year ordered that 10,000 Police Officers be recruited to address the dwindling man power problem. The Police Service Commission embarked on the recruitment process through the use of cutting hedge IT, an exercise described as the first of its kind in Nigeria. When the recruitment portal closed to applicants, the Commission disclosed one million applicants indicated interest for various positions advertised. Out of the 1million application submitted, 400,000 applicants were shortlisted for physical screening. Out of the 400,000 applicants, about 160,000 applicants were invited for Aptitude Test, which consisted of specialists and general duty personnel. There is really no such thing as a credible source in this process. Believe me. My advice is that everybody should preoccupy their mind with other things while they keep a listening hear. The list will come one day, it must be sent at some point. But at which point? Nobody can answer that, except Mike Okiro and interior minister Dambazzau. Any news not emanating from their respective offices is totally speculative without a spine of fact. Trust me, the whole process is the best kept secret in PSC and Interior ministries, only the top trusted few echelons are in the know. NPF has little or no idea of what is also happening, so do not allow any officer fool you. I have two family friends one an AIG and the second a State Command Police Commissioner, both has no idea of what is happening within PSC as regards the recruitment. They both said even very few people knows whats up withing the PSC structure. So please be guided and prepare yourself for the worst news while you anticipate a good news. The Police Service Commission (PSC) is said to be under intense pressure to jettison the Federal Character principle in the ongoing recruitment of 10,000 police officers and men. New Telegraph gathered from highly placed sources that some members of the House of Representatives are mounting pressure on the Commission, to carry out the exercise on “local government by local government basis.”One of the sources, who spoke in confidence with New Telegraph, said the Commission has decided to stick to relevant provisions of theConstitution and the federal character principle, which provides that appointments and recruitment of any nature in the country, shall be equitably distributed; on state-bystate basis.Section 14 (3) of the 1999 Constitution of the Federal Republicof Nigeria (as amended) provides that: “The composition of the Government of the Federation or any of its agencies and the conductof its affairs shall be carried out in such a manner as to reflect the federal character of Nigeria and the need to promote national unity, and also to command national loyalty, thereby ensuring that there shall be no predominance of persons from afew states or from a few ethnic or other sectional groups in that Government or in any of its agencies.”New Telegraph learnt that the Commission’s position was informed by the aforementioned provisions, and other extant laws. It was gathered that owing to pressure, the PSC Chairman, Sir Mike Okiro, and his Commissioners have since relocated to one of the North-West states, to conclude the recruitment exercise. According to the source, Okiro and the Chairman, Senate Committee on Police Affairs,Abu Ibrahim, will meet President Muhammadu Buhari this week.The essence of the meeting, according to the source, is to feel the pulse of the President on the matter. “Some House of Representatives’ members are insisting that the recruitment should be on local government basis, but the Commission insists on following the federal character principle.“In fact, the Commission is now meeting outside Abuja, to avoid pressure, as it concludes work on the exercise. “Until there is a counter order or directive from the Presidency, the Commission will stick to the stateby- state arrangement, which complies with relevant laws,” he said.On the planned visit to the president, the source noted: “The essence of the visit, is to bring the issue before Mr. President, to know his position, even though initial feelers had suggested that the president stood by the law. “This is very important, because recruitmentexercise is a very sensitive matter.” Buhari had, last year, directed the PSC to recruit 10,000 policemen, to boost the manpower needs of the Nigeria Police. 1 Like |
