Share Buhari is marginalising S/East - Prof Nwabueze

Renowned constitutional lawyer and elder statesman, Professor Ben Nwabueze, has taken a hard look at the 10-month-old Muhammadu Buhari presidency and passed a verdict of marginalisation against the South East.

According to Nwabueze, who spoke to The AUTHORITY, in President Buhari’s 31 strategic appointments, the South East was excluded.

His words: “He appointed thirty-one appointments, none from the South East; is that what they call justice? In thirty-one strategic appointments in a constitution that says that social order is founded in justice. What does justice mean and what does it require?

Nwabueze also questioned Buhari’s fidelity to constitutional procedures that define democracy, pointing out that the constitution necessarily imposes certain limitations in power.

“The constitution imposes so many other limitations in power. Are those limitations being observed? The bill of right is there guaranteeing rights to every individual and citizen. Are those rights being obeyed? That’s part of the essential character of democracy, Nwabueze noted.

According to him: “The Constitution can fairly be described as consultative government; you have to consult with various agencies established by the constitution. Is he doing that?”

With specific reference to the handcuffing of Chief Olisa Metuh, Nwabueze took exceptions to the inhuman treatment of citizens.

His words: “The constitution outlaws inhuman treatment among so many rights that were with it. You see a citizen been handcuffed for corruption. Olisa Metuh was not accused of anything else but corruption.

“Is that enough to handcuff a citizen? The constitution prohibits inhuman treatment. Handcuffing is accepted if a man committed murder and there’s evidence that he may try to escape. That may well be justification for handcuffing.

“That’s the only circumstance where you can arguably justify such a treatment. I heard also that Nnamdi Kanu was handcuffed. What did he do? Declaring Biafra? Is that enough to handcuff him?

Alluding to President Buhari’s position that he will not treat those that gave him five percent votes the same way he will those that gave him 95 percent, Nwabueze stated such positions were flawed.

And yesterday in Lagos, the Nwabueze Centre for Studies in Constitutional Law and Related Subjects was formally inaugurated.

The event was held at the Nigeria Institute for International Affairs (NIIA), Victoria Island and was attended by retired Justices Salisu Modibo Alfa Belgore, George Oguntade, Samson Odemwingie Uwaifo, Chief Mike Ozekhome (SAN) among other legal luminaries.

Nwabueze, in his inaugural speech said that the centre was borne out of his passion for Constitutional Law.

Justice Samson Odemwingie Uwaifo, CON, (rtd) Justice of the Supreme Court of Nigeria, delivering a paper entitled: “Whether the Code of Conduct Tribunal is right in refusing to grant a request for stay of proceedings in a case before it, and whether the presence of bias or likelihood of it and lack of impartiality does not vitiate the proceedings”.

In the paper, Uwaifo said that the Code of Conduct Tribunal (CCT) is not a court and therefore has no right to exercise judicial powers, adding that there is a real likelihood of bias by the CCT which may deny the President of the Senate, Bukola Saraki justice.

“They do not and are not meant to exercise judicial power which is exclusive for the courts. It is impossible under the constitution to confer such functions upon anybody other than a court, nor can the difficulty be avoided by designating a body, which is not in its essential character a court, by the name, or by calling the function by another name.”

On whether there is bias or likelihood of it in the case of Saraki before CCT, Uwaifo noted that it was possible the All Progressives Congress (APC) which did not back Saraki’s ambition as Senate President has connection with what is playing out at the CCT.

Let us support calls for a referendum so they can form their country. Wat is the problem there?

No need to murder peaceful protesters or disturb their protest. If they are as u describe, nobody is holding u from moving on with Nigeria without them.

Even if PMB appoints only igbos in his cabinet what difference would it make when we all know that those he has appointed are only there for themselves and their pockets?

Lagos is NOT a no man's land, NEVER WAS A NO MAN'S LAND. Only Ibos device themselves but all the other peoples of Nigeria and foreigners know Lagos belongs to the Yorubas, in Yorubaland! Whether you like it or not, biafrat is a dead country and your failure to build bridges and alliance to rally people to your cause is your fault and cluelessness. Can you honestly say that even if Ibos get biafrat by some accident, all Ibos will leave all other parts of Nigeria to their country? You can lie and pretend but we know better - Ibos will not leave. Hence, they want to have their own so called country while demanding and getting rights in another man's country? It doesn't work that way and we are all way smarter than you. Now if propaganda or all of you lining up in front of a speeding bullet and then crying about being put down by the Nigerian Forces, then you might all just do it in one day and see if anyone cares that you chose to get killed to blackmail Nigeria into a corner. It's never gonna happen!!

It is laughable when 'comfortable minorities' feel the East should not complain because other muslim Ethnics are cool with the injustice. Igbos are 70 millions in number with human presence in over 195 countries and arguably the most learned Ethnic nationality in Africa. We are not mates!

If it is annoying to your ears. Stay on your own. Every Ethnic group have their temperaments. You are not to tell the East when to complain or not.

If you are comfortable under fulani hegemony why should the East join you in your foolery? Are we Siamese twins? Why can't you chart you own course under fulani hegemony while we also chart ours away from you?

Lagos remains A NO MAN'S LAND regardless of how you feel. The Igbos have bought it and made you errand boys there. The hausas have killed you there in mile12 with your Obas afraid to even utter a word of condemnation.

What other proof do you need to understand that Lagos doesn't belong to you again? Lagos is not Odudwa's, it BELONG'S TO NO MAN until Odudwans man up to claim it which will never happen.

Mr comfortable minority, you have a right to lick fulani arsee, maybe it's what God created your tribe for. Heaven knows that Easterners are scattered everywhere even globally, in the nigeria outside their region, they are second majority even in your town. Common sense should tell you they are the single majority forget census politics.

Secondly the Igbos are the largest contributors to everything that makes nigeria proud outside its shores. From Soccer to entertainment to literacy even to Scientific innovations. I am not bragging I have contributed too to bring honour to your nigeria.

Do you know that Kenyans and other Africans find nigerian accent exotic because of nollywood movies produced largely and disporportionately by Igbos. This is not a bragging exercise and you know it. Igbo are one of the most influential tribe in Africa, every one knows that.

If they contributed only negativity to your zoo, you would lead a campaign to let them and their cousins in the east exit this unholy union.

Let me tell you what Easterners will start doing, when they win global laurels they won't call themselves nigerians, when they make product for export, they won't call it nigerian, the unappreciated energy they invest in Nigeria, they will simply withdraw it and channel it to their real country which we both know very well. Nigeria then dies naturally and slowly.

You and the lazy hausa fulanis should start bracing up to fill the gap that will be left by Igbos, for in few years it will be a mortal sin for any Easterner to address himself as a nigerian outside the shores of the zoo.

Some eastern elements are publicly expressing that they don't want to be under Northern leadership, but expect the North, Nigeria's biggest voting bloc, to support their quest for the Presidency or their independence.

Political idiocy is a disease, not just an intellectual state.

Lies of hypocrisy and propaganda to divert attention from the very obvious in the polity!

Over the decades Yorubas and Hausa-Fulanis have proven to have voted along tribal lines. But not so with the Igbos.
At those times Igbos built ties, formed alliances and voted for Northerners (Shagari - 1979, Yaradua - 2007), Yorubas (Abiola - 1993, Obj 2x - 1999 & 2003) and Ijaw (GEJ - 2007) to enable them get the presidency even at the expense of Igbo men. That's an indisputable fact!

The Northerners have ruled Nigeria for about 4 decades. Yorubas had the presidency for over 11years with Obj ruling in the democratic dispensation 1999 to 2007 (8 years without breakage).

Yet this disgruntled political neophyte is here spewing trash to attempt to lessen the miseries of his bigotic people.

On October 2nd, 2014 edition of Pointblanknews Magazine, Alhaji Aliyu Gwarzo, a prominent Fulani leader from Kano, said the following words
“when I say that the presidency must come to the North next year, I am referring to the Hausa-Fulani core North and not any Northern Christian or Muslim minority tribe.  The Christians in the North, such as the Berom, the Tiv, the Kataf, the Jaba, the Zuru, the Sayyawa, the Bachama, the Jukun, the Idoma and all the others are nothing and the muslim minorities in the North, including the Kanuri, the Nupe, the Igbira, the Babur, the Shuwa Arabs, the Marghur and all the others know that when we are talking about leadership in the North and in Nigeria, Allah has given it to us, the Hausa-Fulani.  They can grumble, moan and groan as much as they want but each time they go into their bedrooms to meet their wives and each time they get on their prayer mats to begin their prayers, it is we the Fulani that they think of, that they fear, that they bow to and that they pray for.
Some of them are even ready to give us their wives and daughters for one night’s sport and pleasure. They owe us everything. This is because we gave them Islam through the great Jihad waged by our father, the great Usuman Dan Fodio.
We also captured Ilorin, killed their local King and installed our Fulani Emir. We took that ancient town away from the barbarian Yoruba and their filthy pagan gods. We liberated all these places and all these people by imposing Islam on them by force. It was either the Koran or the sword, and most of them chose the Koran. In return for the good works of our forefathers, Allah, through the British, gave us Nigeria to rule and to do with as we please. Since 1960 we have been doing that and we intend to continue.
No Goodluck or anyone else will stop us from taking back our power next year. We will kill, maim, destroy and turn this country into Africa’s biggest war zone and refugee camp if they try it.
Many say we are behind Boko Haram. My answer is what do you expect? We do not have economic power or intellectual power. All we have is political power and they want to take even that from us.
We must fight and we will fight back in order to keep it. They have brought in the infidels from America and the pigs from Israel to help them but they will fail. The war has just begun, the Mujahedeen are more than ready and by Allah we shall win.
If they don’t want an ISIS in Nigeria then they must give us back the presidency and our political power. Their soldiers are killing our warriors and our people every day but mark this: even if it takes one hundred years, we will have our revenge.
Every Fulani man that they kill is a debt that will be repaid, even if it takes 100 years. The Fulani have very long memories”.
President Muhammadu Buhari himself in 2013 when he said that if what happened in 2011 during the presidential elections happens again in 2015 and he ends up losing to President Goodluck Jonathan, who happens to be a southern christian, “the dog and the baboon will both be soaked in blood”.
Another Elder statesman of the North, Alhaji Lawal Kaita, said, before the presidential election in 2011, that “power must return to the North otherwise we (meaning northerners) would make the country ungovernable”. Jonathan went ahead to win the election and Lawal Kaita and co. went ahead to honour their word: from 2011 till 2015, making the country ungovernable they certainly did.
These are shocking and deeply troubling utterances from these Fulani leaders and the implications of their threat-filled words are self-evident. They need no further analysis or explanation here.
They are using the Fulani herdsmen are a standing army. They are highly protected by the government in power...
