2016 Budget - Buhari Refuses to Sign, Sends Document Back to NASS The controversy rocking the unsigned 2016 budget by president Mohammadu Buhari has not yet ended, as the president refused to sign the 2016 Budget. This was confirmed yesterday by Abdurazaq Namdas who is the spokesman of the House of Representatives. Namdas, when addressing some journalists yesterday, stated why the President refused to sign the 2016 budget ad also sending it back to the National assembly.
