We have chairman of National Assembly,
We have executive chairman of National Assembly service commission,
We have clerk of the National Assembly.

Who is the over all boss...I would expect that Saraki can suspend or transfer out the stubborn civil servants.

Although not a fan of Saraki in his trial, I still won't support anarchy.
The senate president, is the best among equal : meaning he is the head of all the senators (politicians) in the senate. While the executive chairman of nass service commission, is a civil servant. He is the head of all the civil servants in the parliament. So the senate president has no power over him.

Civil service is not like private establishment, posting & secondment affects promotions....5 people who got into service same day won't get promoted same period, state quota & Fed xter also have effect on civil service....

Former Perm sec of Min of health, Linus Awute became a perm sec while his peers were still Dep. Directors cos Rivers didn't have any officer above his level as at that time to fill the state's quota..

The present perm sec, Amina Shamaki was due to retire a month or two before she had to fill Sokoto's quota & could now stay for 8yrs more..

It's beyond how you are viewing it..... Just do a detailed research , will clear up grey areas... Thanks..

Civil service is not like private establishment, posting & secondment affects promotions....5 people who got into service same day won't get promoted same period, state quota & Fed xter also have effect on civil service....

Saraki is also bound by rules and regulations; yes he may be the Senate president but there are also limits to his authority; the commission simply showed him those limits i.e. he cannot enforce the promotion of a junior over a senior officer in the civil service.
You need to be reminded that there is separation of powers, in this case it the legislature (Saraki) trying to meddle into the affairs of the executive - your anger is therefore misplaced and misdirected.
