You are right... May be he wants people to start booking down puppies, if interested; so when they are of age he can let dem go.. They shou be at least 8weeks old, dewormed and vacinnated (dhlpp) by then. Pardon me if I am wrong.
Evidence of vaccination can also be provided then and prospective clients would surely like this.
