Belarus is a poor country,whose citizens are running  in numbers to neigbouring EU countries in search for job.Belarus will be a hard country for you to make  good money,besides you should be able to speak the local language to be able to survive to a reasonable extent.

I dont think it matters much if you have good command of english. The country speaks only belarusian and russian.
It is a developing country; depends almost entirely on russia to survive.; most of the companies are state owned; soviet style;
