Its true, nobody can stop the Fulani herdsmen from moving around the country. But because trespass into other people's property is an offense under the constitution of any country in the world, the Fulani herdsmen can and will be stopped from entering into farms (and lands in general) which do not belong to them, whether alone or with their cattle.
