ABRIDGED COMMUNIQUE:
The meeting was jointly convened by civil society groups based in Urhoboland under the name URHOBO COMMON CAUSE, Ex-Agitators under the URHOBO LIBERATION MOVEMENT, Youths and Community based Leadership The discussion centred on The State of the Niger-Delta, Amnesty, Pipeline Surveillance, The Nigerian Petroleum Industry and the Urhobo People.
The meeting salute our Ivies, Chiefs, Elders, Youths, Men and Women and the entire people of Urhoboland for thier stedfastness to our collective goals and aspiration in the face of deliberate marginalisation.
The meeting notes that after 58 years of oil exploration, exploitation, production and refining, there is nothing to show infrastructually and infrahumanly, for our immense contribution to the socio-economic development of Nigeria.
The meeting noted that Urhoboland produces about 74.6million barrels of oil annually which represent about 30% of Delta State and 11% of National Yearly Total Land Production.
The meeting notes that a modest price of US$14.00 per barrel, between 1958-1994 35 years ago, Annual Income from Urhoboland to FEDERATION ACCOUNTS amounts to about US$1,900,200,000 (One Billion Nine Hundred Million Two Hundred Thousand Dollars) equivalent to about N59,804,800,800 (Fifty-Nine Billion Eight Hundred And Four Million Eight Hundred Naira) at the official rate of N22=1US$.
Similarly, the meeting notes that between 1994-2013 about 23years of oil exploitation exploration, production and refining URHOBOLAND contributed N3,02,160,000,000:00 (Three Trillion Two Billion One Hundred and Sixty Million Naira) at the average rate of US$76 per barrel and at the exchange of N76=1US$ Dollar. (NOTE: We are not Mathematicians but Social, Economic and Political Activist who believe that ECONOMIC VIOLENCE AGAINST THE URHOBO PEOPLE AND ITS CRITICAL MUST STOP) Please do the MATHS!
The meeting discuss the issue of the AMNESTY Programme and notes that the Urhobo People were shortchanged in the numbers of beneficiaries, noting that Urhobos Sons and Daughters participated by submitting thier weapons but were denied the benefits of Amnesty, furthermore the meeting notes that the implementation of the Amnesty Programme veered off-course because those who drafted the programme were not allowed to implement it, A CASE OF MONKEY DEY WORK BABOON DEY CHOP!.
The meeting looked into the issue of PIPELINE SURVEILLANCE and note with regrets that Urhoboland whose pipeline were protected by Urhobo Youths were not part of the CONTRACT but, were made to earn handout from outsider who were awarded the contract.
After a careful and thorough deliberation of issues in the Niger-Delta impasse, the meeting, Commend the following;
*Commends the Federal Government for accepting to Negotiate.
*Commend members of Joint Revolutionary Council(JRC) of Joint Niger Delta Liberation Force(JNDLF) for observing CEASEFIRE.
*Commend the positive role played by the International Community, particularly the British High Commissioner and the Ambassador of the United State of America.
*Commend All Ethnic Nationalities in the Niger-Delta for the maintenance and sustenance of peace in our localities.
And Hereby RESOLVES as follows;
(1)That 25% of the Total sum gotten from Urhoboland for oil exploration, exploitation, etc must be REPATRAITED back to URHOBOLAND for infra-structure and infra-human development.
(2)That a total and complete up and remidiation of oil polluted land and waters must be urgently undertaken.
(3)That Government being about the people, the Government must listen to the people instead of listening to itself. To this end Government must Obey Court Orders and Decision, therby putting the Rule of Law above the rule of the strongman in all ACTIONS, Therefore,
a) Government must as a matter of National Urgency and for peaceful Negotiation release Dr Nnamdi Kanu and countless others whose release has been ordered by Courts of Law.
b) Government must not breach its agreement with individual who accepted Amnesty and this include Chief Government Ekpemepulo. The issue here are more CONTRACTUAL than CRIMINAL.
4) Government must separate the office of Special Adviser from Coordinator of Amnesty Programme
(a) The Urhobo People believe and Support the call for the Appointment of DR FELIX TUODOLO as Coordinator Amnesty Programme for peace in Niger Delta since he fashioned out the framework of Amnesty.
(b) That taken our contibution to Peace of the Niger-Delta and our contribution to the National Commonwealth, we propose the name of our son HENRY OBUKOHWO TAFRI Jp as Secretary of the Amnesty Programme.
(C) That the Urhobo supports the retention of Gen P Boroh as SA NIGER-DELTA.
