Exemption is only for those who graduated after 30. The man could have graduated years ago and absconded, or decide to postpone NYSC.

So if you graduated 20years ago and immediately went abroad, when you are back, you will be obliged to serve your country no matter how old you are by then

Yes, he is old but not as old as the man we Refered to as 'Youngest Corper ' During my time. All Batch C 2014 Corpers will understand better.
