After the repairs, will the Transportation Ministry in the USA certify the ride to be road worthy?

It is a simple question, would the car be certifies to be road worthy, or you will just send it to Nija and dont worry about the effects of the accidents on the person that will buy the vehicle?
Would u agree with me that some rides seems to have simple damages till you start to fix and realize that the frame has been affected, so would u truly fix, or just make it look enuf for the person to pay and move on.
