Ratification (now referred to as Regularisation) is a policy of grace that avails squatters on uncommitted Government Land, the opportunity to obtain legal title to the land encroached upon from the State Government. It is the process of allocating Government land to someone who had previously occupied landed property without lawful authority from the State Government. Regularisation is subject to two (2) basic conditions
(i) That the property must not be situated in a Government Scheme, Estate or Committed Area; and
(ii) The property must be situated within an area that conforms with Urban and Regional Planning regulations and standards of the State.

Documents Required for Regularisation

A covering letter by the agent or person filing the application for regularisation must accompany the application. This covering letter must contain the following contact details: address, telephone numbers, mobile phone numbers and where possible an e-mail address.
A duly completed application made on (Land Regularisation Form 1) obtainable from the Lands Bureau. Application forms for Residential user cost =N=5,000.00, while forms for Commercial user cost =N=10,000.00. Alternatively, the Form can be downloaded from the Lagos State Government website. The Form must be dated and signed by the applicant and sworn to before a magistrate or notary public
Four passport sized photographs of the applicant
Land Information Certificate
Photocopy of Purchase Receipt duly stamped
Current Special Development Levy
Evidence of payment of Income Tax
Sketch Map of Site Location
Three Original Survey Plans.
Photocopy of Proof of Identity
Letter of Authority (if the application is filed by a person other than the applicant)
Where building plan approval is required, the additional requirements are as follows:
– 5 Sets of Architectural Drawings
– 5 Sets of Structural Drawings
– Clearance Letter in lieu of Title DocumentsSunprint Copy Of Survey Plan
– Coren Letter of Supervision
– Calculation Sheet
– Sworn Affidavit in Lieu of Tenement Rate
– EIA report if land Title to be granted is commercial (2Copies)
– Payment of processing fee for building plan approval
– Photograph of property
Caveat: Acceptance of applications for Regularisation is at the request of the applicant and does not in any way indicate that the application will be approved for Regularisation. Applicants are advised to note that providing false information to any Government body is an offence punishable by law.

With this long list, who is then encouraged to process ratification/regularization? Nigeria's bureaucracy is just too much. To get driver's licence wahala. international passport wahala, national id card wahala, BVN wahala, university admission wahala, get job after graduating wahala. This is just Crap!

That is why people are not even encouraged to process documents for their land. Ordinary building approval plan can take two years and people building will not want to pass through this rigorous process.

Lagos state should also know that when a process becomes too bureaucratic that will indirectly encourage corruption and sharp practices because nobody would want to go through all this stress.

I hope this process and procedure will stop the South easterners from buying lands and developing the Odua's territory and rather invest in AWKA, ENUGHU, NNWEWI ETC.
