Like seriously, i can't but wonder

Is it a must to give one's children English names?
One of my friend in school spelt his name in such a way that baffled me, his name: Enock (i know to be spelt as Enoch,)
i corrected him, only for him to rebuke me, he later told me that was the way he parents spelt it for him..

Is this not illiteracy?

I've encountered other names too that were mispelt. dorathy ( spelt as Dorothy ), colins ( spelt as Collins ), rebeka ( Rebecca ), magret ( Margaret ), eugin ( Eugene) ....
