Guys

I was just wandering if it is not possible to monitor source of campaign funds in Nigeria.

The issue of godfatherism and so on could be tackled.

Is it possible to push for a bill that will
1. mandate every contestant to open an account dedicated to his/her campaign.
2. mandate the campaign team to disclose detailed earnings and donations to the fund
3. disclose the names of donours to the fund etc.

I am not a legal expert to know if that will consitute an invasion of ones privacy in Nigerian law.

Please say what you think? If we agree that it can help and it is possible, we can agree to sponsor a bill to that effect.

Yes, it is possible.

Kobojunkie,
That's cool. If there are more people that think that it is possible we may go ahead put a bill together. Even 2 people can sponsor a bill anyway.

Where are the lawyers and the activists in the house? Let us do this one!

Guys we want to get something done. We have whined enough. We have called names. We need someone to bell the cat.

Let us start somewhere. What do you think? Complains alone cannot solve a problem. Lets start with something!

God bless Nigeria!!!!

Okay, for starters, here are some sources of campaign funds, then suggest ways you think we can do anything about it

1.NPA(The Nigeria Ports Authority),the second highest revenue earner for the FG after oil, is the cash cow of the ruling party.Any person appointed to chair the board of the NPA,has an unwritten mandate to loot it's treasury and ensure the govenment of the day has enough funds to,among other headings, oil its campaign machinery. The nation and it's citizens are then left the worse for it

2.Corrupt businessmen who are given OPL licences in place of OML licences, they neither pay royalties nor tax to the FG,rather they engage in all manner of self-assessment just to fulfill all righteuosness, the bizmen usually sell of these licences to Asian bizmen, who front as tech partners.Again as in 1 above, they have an unwritten mandate to boost the campaign war chest of the government of the day.Again, the nation and it's citizens are then left the worse for it

3.Official arm-twisting/blackmail;the FG has long perfected ways of forcing government officials at the state and local government levels to contribute to their campaign purse.Note that the said officials at the lower rung of governmental ladder don't complain about this at all,as they too have learned from their master and have ways of inflating the actual amount they corruptly contibuted after helping themselves to the difference.Even ministries and parastatls are not exempt from this scam
The tax payers are left the worse for it

The list goes on and on,so how can we put a stop to say the ones above

Rasputinn,

Thanks for pointing all those out. I think pushing for a bill like above will help root out such practices.

If the source of funding is known and how much each source donated stated, some members of the public like you who already know about the back dealing of the govt. and the businessmen will raise alarm when some suspicious amount is donated.

I think it is also possible to put a cap on how much an individual donates to a campaign fund. Such .will make it difficult to allow such huge donations like Dangote would give to PDP.

The bill also require the publication of campaign expenditure.

Their will be a monitoring team that includes the journalists that will compare the said expenditure and what was seen on campaigns. Any perceived irregularities will be made public and such will count against the individual contesting if he is not disqualified out-rightly for irregularities.

Re: Campaign Funds. by citizenY(m): 2:20pm On Sep 21, 2009
Agaba- here we go:-

-NIMASA, FAAN, PTF NSITF, NNPC and its subsidiaries and all those parastatals that collect revenue but have no liabilities
-State governors through their security funds,
- put a very vigilant eye on MAdAm OBAMA and her fols at Corporate NIGERIA ( he U catch the drift)

EFCC ? - the big one------ Can they monitor cash movements per their instruction tobanlkes- anything above N500k 0r N1m ?

FIRS-- in this way-- All those moneybags that make fat fat donations. Once it is made, they should establish

- his business interests, turnover etc etc. Ha she paid comany tax, excise duty/ VAT and any statutory levies?
-has he paid his personal Income tax
-any outstanding taxes on property?
- staff entitlements-- wages up to date?

IF there is any default, send a debit note and ensure pament immediately

Just random thoughts, Nairaland lawyers , please collate and fine tune the ideas we are contributing.

Nairaland is very vast and i suggest that we all look at these issues on a profession by profession basis- lawyers, tax consultants, project managers,
Anywhere you identify a lapse that could be exploited to channel funds to these politicans, make it known.AA
Thank you
