Anybody can have a social media account where he can post anything he wants. Whether to cause trouble and spread propaganda, their free license is there.

A guy tweeted about his own news where he said the Nigeria's fastest racer, Seye Ogunlewe who is participating in the Rio Olympics 2016 would love to beat Usain Bolt in a race and it got a lot of attention.
