Some unscrupulous people build them and collect rent to let people live in them..... or in the case of Makoko, collect money and allocate water portion to construct those shanties.

It's business, just the same way some people import beggers into the state to collect a percentage from their earnings.

It's not all rural to Lagos migration you also have people fleeing poverty and insecurity in northern cities to come and push wheel barrows and illegally drive okada in Lagos - where do you think those people lay their heads at night.
