This is not a problem in Europe and it should not be a problem anywhere at all on Earth. Some of the wealthiest nations in Europe are landlocked. For example Switzerland. But it is still a kind of problem in other less socially advanced regions of the world in Africa and South America.

It must be realised that the Earth we live on is over 70 percent ocean by surface area and most of this is international waters that belong to no nations. Crime committed there can not be tried in any court. For example, Pastor Adeboye of the RCCG who invited a man for a yacht cruise and then threw him overboard in international waters can not be tried for that crime in any court of law on Earth. The crime happened in international waters without police jurisdiction. It should also be noted that the ocean contains more than enough protein for people on Earth, if we join hands to harness it. Most fishing by capture is done close to the continental shelves and it is seasonal but then there are various kinds of seafoods there for the taking. Not only fish but assorted proteins. The oceans do not belong to littoral states alone by any means. It belongs to humanity as a whole. It may infact in the future prove to be the most important resources. When an integrated solar power production is agreed upon for Earth, PV arrays will be placed on the high seas as well if the integrity can be guaranteed and it should be since the installations can be guarded against attacks by large sea creatures. So the high seas is not something that only littoral states can lay claim to, it belongs to humanity together but littoral states can own their continental shelves.


Another problem is the problem of shipping. Some littoral states believe having ports confer certain privileges on them for them to take advantage of others. They need to be educated that this can not be allowed in a sane world. You can not tariff something not produced in your country, by your people, something not headed to your country for consumption. That would be grossly immoral. If you want to raise money, tax profit and wages in your economy, take a cut of your GDP and not that of neighboring nations. So, the function of a port is cargo handling and not imports or export tar riffing. The work of a Port is the work of a depot, nothing more, nothing less. If you can not go and tax goods being offloaded to a depot by a truck or a train for distribution, then you have no moral right to tariff the freight or cargo that a ship is laden with. It is grossly immoral. How can that be moral? Unless you have valid reasons like workers are paid slave wages in the producing country or the producing country refused to set up plant in your country for your huge local market in a partnership here, despite that conditions are conducive, then it would be morally wrong to tariff imports. Unless you spend a lot in subsidizing production in your country while others waste their own money, it would also be wrong to tariff exports. Concentrate on taking a cut from wages and profits in your own economy.


Being a littoral state should cease being of any significance and ships should be no different from freight lorries or trains used for road haulage. No state should base their income on ta riffing imports headed to other nations. That is immoral and it should not be allowed by the United Nations.
