– The naval officer reportedly shot the motorcycle rider, Muhammed Idachaba, multiple times in Idah, Kogi state – It is believed that the naval officer carried out the act following a previous encounter with the motorcycle rider – NOPRIN is insisting that the alleged naval officer must be sacked and handed over to the police for prosecution Forty-nine civil society organisations under the aegis of the Network on Police Reforms in Nigeria (NOPRIN) are asking the chief of naval staff (CNS) to immediately commence the prosecution of a naval officer who shot a motorcycle rider, popularly called okada, multiple times. Muhammed Idachaba was allegedly shot many times by a naval officer in Idah, Kogi state on Tuesday, July 26, 2016. The coalition wants Rear Admiral Ibok-Ete Ekwe Ibas to sack the culprit and hand him over for prosecution. Okechukwu Nwanguma, the head of NOPRIN, in a letter to the headquarters of the Nigerian Navy and made available to NAIJ.com, related the incident as follows: 1. That the motorcycle rider was riding from Sabon Gari are of Idah when the Navy Officer identified as Navy Commander Otuh Bassey who is said to be the Assistant Commandant, Idah Naval Post attempted to shove him off the road with his Pathfinder SUV. Because the road was bad, the motorcycle rider felt that the Naval Officer was trying to manoeuvre through the potholes. 2. That however, a little distance ahead, the Okada rider met the same Naval Officer parked by the road side, and as he passed, the Naval Officer pursued him furiously, double-crossed him and forced him to a stop. 3. That the Naval Officer, who was carrying a girl in his SUV, came out from his car and ordered the Okada rider to park his bike, and he obeyed. 4. That next, the Naval Officer ordered him to kneel down and he also obeyed, and he then ordered him to do ‘frog jump’ and he stoop and started to ‘frog jump’. 5. That as he was ‘frog jumping’, the Naval Officer asked him if he remembered what he told him during the last state assembly re-run election at Ogegele, that he promised that he was going to waste him any moment, and that the time has come. 6. That at this point, the Naval Officer drew his pistol and started to shoot the boy and that he shot him several times until the boy fell in a poll of his own blood. 7. That believing that the Okada rider was dead, the Naval Officer entered his SUV and drove on and headed to a motor park where he dropped off the girl he was carrying in his car and left. 8. That unknown to the Naval Officer, a plain cloth police officer was by the corner and witnessed the whole incident. 9. That the police officer trailed the Naval Officer to the motor park, and as he dropped off the girl and left, the police officer arrested the girl and took her to the police station. 10. That the girl then called the Naval Officer from the police station and informed him about her arrest and he arrived at the police station where he made statement claiming that he did not shoot the boy on purpose. 11. That the okada rider was taken to Federal Medical Centre, Lokoja. But the medical centre workers were on strike. The group said the victim is now scheduled for surgery. NOPRIN said it was gross abuse of power as well as disgraceful to the image and professional integrity of the navy for its officer to brazenly shoot at anyone with a service rifle.
