It actually depends on if the property has a registered title or not?
If it has a registered title ,then you proceed for governor's consent but if not ,then you proceed for C of O
.

For C of O,you need the ff:
Formal letter of application written by your lawyer
C of O form with receipt
Land information certificate and receipt
4 copies of survey plan
4 passport
Purchase receipt
Evidence of payment of income tax
Current developemt levy
Publication fee
Capital contribution fee
Building plan approval if developed
