BRT Buses available, passengers available, No ticket.

This was the scenario this morning at Fadeyi Bus stop, Lagos. You can imagine the frustration if one is running late to work. Those in the house help me to find what stopped Primero Transport company managing the blue BRT Buses from further use of electronic card tickets. Is it because it is too cheap? They should be reminded of the inconvenience of no balance (change), charging of POS battery and unavailability of ticketers at some not so busy bus stops.

This to me, is against cashless policy of Federal Government. What's your take on this?
