@susan11, do they use land mass as criterion to create provinces or states in a federal country? No.

No body can divide the very large southern states of US like Texas or Arizona into about three states each, but divide the smallest or smaller northern states into two each; and then share revenues from the centre to the states, draw equal number of parliamentarians from each state to the federal legislative houses. No body can do that. But that is like what was done in Nigeria by northern Nigeria soldiers in state creation.
