Does it make sense separating the ICT unit which is an integral part of the Ministry of Communication from its supervisory Ministry?

Office for ICT Innovation & Entrepreneurship is Nigerian's ICT office and the head and the person in charge of that ICT office is Bunmi Okunowo, he's the ICT specialist and professional with ICT nackground hence his well deserved appointment to lead Nigeria's ICT program.

Bunmi Okunowo is the head of Nigeria ICT program, Office for ICT Innovation and Entrepreneurship (OIIE), not the Minister of communication.
