Jack Bauer = 24 and 24 = Jack Bauer.
Jack Bauer has been the principal character in the previous seasons and the plots have always revolved around him so peeps have gotten used to seeing him run things, so it's a little too late in the day to change that.
To put it succintly, DEATH OF JACK BAUER IS THE END OF 24.
