I believe Diamond's character is meant to be the calm, calculated, and ruthless type when necessary. He just came out of jail if you remember. He doesn't want anything that will send him back there. I also don't think he is scared of Tommy like that. He is just scared of his unpredictability. All in all, Diamond is actually a good character.
