A Vehicle speed limiter (VSL) means a device whose primary function is to control the fuel feed to the engine, in order to limit the vehicle speed to a preset value.

A speed limiter is a governor used to limit the top speed of a vehicle which could be by controlling the fuel feed to the engine, or by modifying the electronic signal from the electronic accelerator pedal or could be by disengaging the mechanical accelerator pedal

How It Works
The electronic control unit (ecu) is connected to the speed signal (electronic speedometer, ABS or mechanical sensor) and receives frequency signals while the vehicle is moving. at a preset frequency, for example 80km/h, the ECU transmits a signal to the Fuel Flow Valve. The valve closes(not completely) reducing the fuel to the injectors which then holds the vehicle at a set speed.
