Kano lawmaker, Abdulmumin Jibrin has raised alarm over attempts on his life as the budget padding scandal rages on.

Jibrin revealed today, Friday, October 14 that Speaker Yakubu Dogara and some other principal officers were trying to kidnap or kill him.

The lawmaker representing Kiru/bebeji federal constituency also levelled more accusations against Dogara and wondered why after almost three months, Dogara is yet to be prosecuted.

“As we celebrate some of our Chibok girls, we must not forget that 85 days after, Speaker Dogara is yet to respond to allegations of corruption the least we can do is to remind the government every day to investigate, arrest and prosecute Dogara, Lasun, Doguwa, Ogor and other corrupt members we must rise up and send a powerful message that the fraud corruption in the House of Reps cannot be swept under the carpet by Speaker Dogara.

“Speaker Dogara and three others stole N40 out of the N100 billion for constituency projects and shared same to themselves and few others. Speaker Dogara tried to force me to insert fraudulent projects worth about 30 Billion naira in the budget which I refused to oblige.

“Speaker Dogara and the 3 other Principal Officers inserted wasteful and fraudulent projects worth about N20 billion naira in the budget.

“Speaker Dogara and3 others connived with about 10Committee Chairs and inserted over 2,000 projects worth about N284 billion in the budget. Speaker Dogara in concert with 3 others stole for themselves the entire 20% inputs reserved for the House after the harmonization exercise.

“Speaker Dogara tried to force me to create a strange line item in the service wide vote to allow for a N20 billion insertion inthe budget. Speaker Dogara took away the appropriations committee secretariat on two occasions,several fraudulent insertions were made into the budget.

“Speaker Dogara fraudulently diverted 2 Federal Government water projects to his personal farm in Nasarawa State. Speaker Dogara diverted a FGN rural electrification project to his farm in Nasarawa and a complete PHCN reticulation free of charge.

“Speaker Dogara diverted a Federal Government of Nigeria Feeder Road project to provide direct access to his farm in Nasarawa state. Speaker Dogara and Deputy collected millions of Naira for the rent of houses and guest houses.Hon Hembe allegedly stole part of the money.

“Speaker Dogara made fraudulent arrangements to make monthly deduction from members’ RUNNING COST to fund a fraudulent housing scheme. Speaker Dogara abused his office in a clear case of conflict of interest by directing an agency to grant loans to him and others.

“SpeakerDogara also allowed several wasteful procurements including ones that are already available as ploy to siphon funds of the House. Speaker Dogara has refused to distribute internal budget of the House and is running finances of the House in absolute secrecy

“Speaker Dogara Doguwa shortchanged members in the quantity and quality of items and allegedly received kick-backs in 2015 SDG projects. Speaker Dogara received about 1.5billion naira in fraudulent running cost allowances and has used allowance issue to blackmail members

“Speaker Dogara directed the Sergeant-At-Arm Under the guise of sealing my office carted away 53 files and lot of 2016 budget documents. Speaker Dogara continue amidst protest to use the new House rule that is subjudice after giving himself draconian powers in the rules.

Meanwhile, the chairman of the House of representatives committee on ethics and privileges, Ossai Ossai has said that former member of the committee on appropriations, Abdulmumin Jibrin could have served 12 months in jail.
