Bao Xishun (also known as Xi Shun; born 1951) is a herdsman from Inner Mongolia, China, recognized by Guinness World Records as one of the world's tallest living men. And He Pingping (Chinese: 何平平; pinyin: Hé Píngpíng; 13 July 1988 – 13 March 2010[2]) was a Chinese citizen and, according to the Guinness World Records, one time world's shortest mobile man

Bao Xishun is 2.36m (7.7ft), while He Pingping is 0.73m (2.4ft).

Thus, let's calculate their difference in height...
7.7 - 2.4 = 5.3ft. And 7.7/2.4 = 3.2

From our calculation above, Bao Xishum is 5.3feet taller than He Pingping; that is, Bao Xishum is about 3times as tall as He Pingping.

The average human height for man and woman are 1.7m (5.6ft) and 1.6m (5.2ft) respectively.

Theoritically, the height of He Pingping can be cut of from that of Bao Xishum and he will still maintain the height of an average man
