Yes they are and i am running one now.

No one even knows is is online; afterall the certificate doesn't say'obtained online'

I am running a masters program in Information Security, it is free and you can finish up at the university but it is not official. You write the exams from your home or anywhere you are. There are others so tell me what field or what program do you have in mind. When the application is nearing i will post more details here or send it to you.
