Guardian: It’s worth five mini-refineries, say experts

Nigeria spent N958.3 billion importing Premium Motor Spirit (PMS), also known as petrol, in five months. This amount could build five 20,000-barrels-per-day mini refineries, industry experts, who argued that one of such refineries would cost government between $75 million and $250 million, said yesterday.

In naira terms, higher expenditure on petrol imports gives impression of worsening foreign exchange position for the country and emphasizes the need to activate the country’s four idle refineries, Francis Ogbimi, a Professor of Technology Management at the Obafemi Awolowo University, Ile-Ife said.

The new petrol imports, according to the National Bureau of Statistics (NBS), represents more than 120 per cent increase five months earlier and an increase of more that N80 billion within the same period last year.
Nigeria could become self-sufficient in petroleum products by building 10 more refineries, and creating learning infrastructure, as Japan did, to promote rapid competence-building growth and industrialisation, Ogbimi said.
This is despite the difficulties in sourcing funds to service the national budget.

The NBS stated that the Federal Government’s imports of PMS between January and April this year was N431.6 billion and that the country had imported about N874 billion worth of petroleum products during the same period in 2015.

NBS’ data showed that Nigeria imported about N254.6 billion worth of Automotive Gas Oil (AGO) in the same period compared to N118.7 billion products in the previous quarter.

The value of imported Household Kerosene (HKK) also increased from N20.2 billion to N25.5 billion in the current period under review.

The rising fuel imports had put additional pressure on the country’s foreign reserves and contributed to the worsening economic situation.

Government has been unable to fix the refineries, forcing the country to rely on importation for about 95 per cent of its fuel consumption needs.

Director of the Centre for Petroleum, Energy Economics and Law at the University of Ibadan, Adeola Adenikinju asked government to privatise the refineries.

He identified government’s continuous interference in commercial aspects of the downstream sector as major hindrance to the sector.

“I do not think government can wave any magic wand to make the refineries work at internationally acceptable capacity utilisation level. My preference is that the refineries should be privatised and the private sector should be encouraged to take over both the risk and returns associated with the market economy.

Adenikinju said that as a wasteful asset, petroleum should be integrated with other sectors mainly in terms of forward linkages. “Over 6,000 products are derivable from petroleum products. These can form the basis for developing petrochemical industry, fertilizer and ammonia industry, support the power sector.

“We must get our other sectors to continue to play their own roles in revenue generation and employment creation. However, the paradox is that while these sectors are contributing to value addition, they are not making proportionate contribution to government revenue and foreign exchange earnings.”

But Ogbimi argued that the so-called deregulation and privatisation policies of government are based on importing petroleum products.

“Did America become a world power by importing everything from Britain? Did Japan become the second biggest economy in the world by importing everything from Britain and America? Shallowness in reasoning has wasted the first 55 years of Nigeria’s independent life. We need to change our pattern of reasoning”, he added.

Government yesterday said it was doing all within its powers to ensure local production improves.

Why do they prefer to waste scarce forex to import, rather than build modular refineries? Is America blocking them again?

Have you seen the job?

Fuel importers and jobbers would never allow refineries to work. GEJ repaired the refineries and they didn't refine anything. PMB came in and fixed all the pipelines and commissioned the refineries and the pipelines were blown up within weeks. Unfortunately, Nigerian youths and paid media continue to applaud deliberate sabotage of the economy. The vultures have become too powerful that they destroy whatever they cannot control.

Dangote is coming with a monster refinery no investor will compete with such small refineries expect u want to criss cross Nigeria with pipelines and thats no wise investment

I just laugh the likes of tonimas and capital oil... If they dont begin to build refineries to hold the south south and south East market then they will be sidelined

Excellent point on the bolded text. Individually, these small marketers can build these small modular refineries costing about $75m. They build product storage tank farms costing much more than this amount, so they continue thier importation scam. What is more these modular refineries are already available all-over the world on skids.

This definitely is not too much for the likes of Ifeanyi Ubah of Capital Oil, Dantata of MRS and Wale Tinubu of Oando. They just prefer this importation scam with bogus subsidy claims.

Meanwhile, many years back a small company called Niger-Delta Petroleum Resources (NPDR) that bought the divested OML34 from Shell built a small 1000 barrels/day refinery in Rivers State. That plant produces all the diesel they need plus excess truckloads daily which they sell for cool cash. Our economic buccaneers and lazy government are daily yarning silly grammar.

Bad belle now expect Buhari to do in 2 years what clueless did not do in 5 years

each mini refinery will cost $75M , so tell me , will the mini refineries be completed in 6 months or a year ?

So we focus on building refineries and fail to import crude for the local consumption so that petrol from ND will sell for 1000 per gallon and you will still shout Buhari is killing you with hunger ??

If all the excess from crude was used to even upgrade two of the refineries in Nigeria , today we will have to import less even if works is not completed, it would be clear that Clueless Jonathan had good intentions and thanks for the Political avengers , we produce lesser barrels of crude everyday , meaning less capital for the country , it means we don't have money to build refinery and import our own refined crude oil at the same time

Cause and effect

It's very real

Like 3D real

never underestimate they greed of men..

we will have to make do with they situation...

it costs 27dollars to take the crude at of the ground..

if you understand that basic fact, then you would understand the problems oil marketers in niceria..

it is not profitable to refine oil in nigeria...

we should be building power plants not refineries...

jonathan that hopeless mofo...

Excuses, excuses as always. A 20,000 modular refinery can be built and commissioned in 12-18 months flat. If the people in power are confused, or don't know how to do it they should eat the humble pie and ask those who know for help, rather than going cap in hand from China to Washington begin for loans. I have given you a living example of NPDR's plant at Ogbelle in River State.

The so-called 6 years is for huge 200,000 - 500,000 greenfield refineries like the one Dangote is trying to build. And Dangote refinery will not take up to 6 years. Work started in 2015, and they will commission it in 2018. Is that not 3 year? An in any case, if an individual like Dangote can build it why can't Federal Govt do it? Stop offering lame excuses for lazy and confused politicians.

GMBuhari: If all the excess from crude was used to even upgrade two of the refineries in Nigeria , today we will have to import less even if works is not completed, it would be clear that Clueless Jonathan had good intentions and thanks for the Political avengers , we produce lesser barrels of crude everyday , meaning less capital for the country , it means we don't have money to build refinery and import our own refined crude oil at the same time

Another pathetic excuse. May be you should try a factory reset on your memory. Who insisted that excess crude money should be shared, and nothing should be saved to invest in railways and green field refineries? The pusyy cat of Ubima (Rotimi Amaechi) and Fashola led that campaign. They even went to court to to force the excess crude funds to be shared to all tiers of govt. OBJ himself personally expressed his own frustration with greedy governors during his tenure on this matter.

Despite the stiff opposition, GEJ went ahead to establish NSIA and Sovereign Wealth Fund (SWF). All the monies saved and the interests that have accumulated was dutifully handed over the Buhari's govt. What have they done with it? They used it to import fuel, abi?

GMBuhari: as for you cuteboy2: i AM NOT SURPRISED , I am sure you are one of the people who condemned N-Power program and did not register , as at this morning , three people have confirmed that they have been recruited / selected / offered Jobs by Npower and the posts are still here for you to read

Excellent progress!! Clap for yourself. At this rate, if we can identify 3 people monthly out of the 250,000 so called beneficiaries of Npower, we will need 6,944 years to identify all of them. Una try with una deception.

What stops Federal Govt from simply publishing the names of these 250,000 people if they truly exist. Maybe the 250,000 people have been "technically" employed.

We are not talking of maintaining or repairing existing refineries.

What is needed is to build new small refineries all over the country to minimise expensive bridging cost by fuel tankers which also damages our roads. This is besides the huge forex expended in importing and the sleaze in paying subsidies to importers.

* Why can't we process our raw produce to value goods and products?

* Why do we prefer to to export raw cocoa beans, and import chocolates?

* Why do we prefer to export crude oil and import petrol, diesel, kerosene, and countless other petroleum derived products ranging from chemicals to plastics?

* Why do we prefer to export iron ore, and import iron rods, steel sheets, etc

* Why do we prefer to export gum arabic, cashew, cola nut, etc, and import creams, adhesives, cosmetics, peanut butter, creams etc?

We are poor not because we not producing enough barrels of crude oil. We are poor because we do not utilise cheap natural resources to produce high value goods.

How can a country be bordered by a huge ocean and criss-crossed by countless rivers, yet still be importing fish? Is it not madness.
