I guess you just started following the political and leadership issues in Nig.
From 1999 till around 2007, local govts were running their affairs as elections were conducted and their elected officials did their thing.
But, they were only sharing monthly allocations and did nothing in their LGAs. Whilest everyone is looking up to States and Federal to work, LGA executives were running under the radar of expectation and billions were being cornered directly into the pockets of officials. Look at James Abiodun Faleke of Kogi state, that guy was Ojodu LCDA chairman in Lagos state for up to 8yrs. That's where he made money that he took to Kogi for Deputy Guvnor's spot.
This is made many state govts to start controlling their affairs and allocations.
Autonomy without supervision is prone to abuse.

Great move that should be supported by every rational Nigerian.
Our governors are democratic dictators with no checks and balances on their performance or rather non-performance.
This autonomy should happen sooner rather than later.

Who is to blame for their earlier profligacy?
Who should supervise the LGAs?
What happened to the people who vote them in every electoral cycle?
Where is the vigilance of the people on whose behalf they receive allocations and collect IGR?
When the cat is away, the mouse will surely play.
No more, no less.

It's indeed a good call from the NASS being that LGAs and SHA are severely subjected by governors to do their biddings simply because they all depend on the governors to fund whatever it is they wish to do; hence, LGAs and SHA all operate at mercy of governors and as result, governors run their states like a conquered empire believing that they are answerable to no one even the SHA that is supposed to be checking their activities have remained mute because of stomach wahala.
I believe that if autonomy is given mostly to State Houses of Assembly most of the condemnable activities of governors will be curtailed without delay.
So I'll say thumbs up for this move if its followed through and implemented.

As laudable as it may sound, getting this autonomy is going to be very
difficult to attain. The fiat to grant this autonomy does not reside with the
House of Reps, but kick-starting the process begins with the National Assembly, though.
What is required is a 2/3 vote for autonomy of all State Houses of Assembly. From
the current arrangement, State Houses of Assembly are in the pockets of State Governors,
and whoever that thinks a Governor is going to let go his "ATM" must be dreaming.
Until the legislators at the States learn to look beyond their personal enrichment to pursuing a
people oriented issues, this autonomy fight would just be fight in futility.

but why didn't NASS also ratify their own tenure? It should be a maximum of two tenures for senate, rep and state houses of assembly too. We are more tired with them than with the executive

I couldn't find any perfect answer other than that.. the APC thinks they are the solution to the country's woes, but the mistake they make is that, they want the glory alone, hence their misfortunes.
for a country to progress, opposing parties have to work together. The system is at work in the United states.

Every laws has is pros and cons. Giving autonomy to the LGA will really help development if the money is spent judiciously but in this part of this world. Our leaders are so cruel and even the councillor would always ask for his share as soon as funds is being allocated at the end of the month. The good part is that we will have an idea of how much is being shared to our LGA and we can hold the chairman responSible if we found out any mismanagement of the allocated funds.

They were supposed to be autonomous and to concentrate on grassroots development, but as a typical Nig full of greed and rascality they abused their powers.
The people see politicians as unquestionable hence, you won't even get a backing of your local community to question the local authority.
There's the use of the local authority and touts to oppress any dissenting voice in the community. The political heavyweights also install their stooges in the LGAs to control and have shares of the allocation.

In summary, we are too lazy and/or scared to make our public servants at the local level work for us who pay them!
Meanwhile we are ready to go to the US and Europe where the people and their ancestors have paid the price and continue to pay so they have a good society.

Will the governor be there beyond eight years?
If he is not foolish, he will do what is right and helpful to him after he leaves office, including a better LGA community for himself and his local people.
Why would anyone choose to be so foolish?

This is an example of the center's insistence on control. Grant Local Governments autonomy, yet the states aren't autonomous.
Local Government should be the purview of states (creation, management etc) and it negates logic to grant the subset of a set autonomy without granting the super-set autonomy as well.
My advice to Dogara. Let the states control their affairs, push for real Federalism and we would have already solved at least 40 percent of Nigeria's problem as there's hardly any state in Nigeria where throwing your digger into the soil doesn't yield a fortune, but the hand of the states are tied and they're not encouraged to explore these resources and opportunities.

dingbang:Are we sure they are ready for this. Some years ago, state legislators under the leadersship of Hon. Istifanus Gbana rejected financial autonomy. Our local politicians are desperate for political offices to earn money. They are willing tools in the hands of the governors & political godfathers.

This is long overdue; how can people elected on their own merit be tied to the strings of the governors and made puppets? There's hardly anything near governance at the local government level. This has stultified growth and development at the grassroots. When this is done, we shall go and take our destinies in our own hands and halt the decay.
